  • NAVADMIN 088-18Overseas screening Letter of Intent (LOI) is no longer issued to sailors. Refer to

  • Engineering Officer of the Watch (EOOW) qualification is required for surface engineers that are assigned to ATG.
  • Sailors attending NEC U35A, Electricians Mate Surface Ship Electrical Advanced Maintenance, must follow these requirements:

These can be found on MyNavy Portal at https://www.mnp.navy.mil (CAC log in required) under “Professional Resources,” then “Personnel Qualifications Standards (PQS)” and select “NRTC-RTM” to download chapters.  They are also available on Navy eLearning (NeL) at https://learning.nel.navy.mil (CAC log in required) by selecting the course catalog tab near the top of the page, and within the Learning Category, select “Navy Rate Training Courses.” NRTC and RTMs are segmented by chapter, and Sailors can choose to either save or launch the chapter. After each chapter is launched and completed, the subsequent assessment is available. All NRTC/RTM individual assessments within each chapter must be accomplished in this manner to record completion. One of the perks is NeL will grade, offer certificates, and record completions automatically, entering them into a Sailor’s Electronic Training Jacket.
