For 112 years, the Navy-Marine Corps Relief Society (NMCRS) has been supporting Sailors, Marines, and families in need of financial assistance, and providing a wide range of programs that ease the challenges of living the military life. Located on every major Navy and Marine Corps installation around the globe and on many of our ships, the 4,000 volunteers and 211 paid employees were there in 2015 for 60,000 Sailors, Marines, Retirees and their families with $45 million in assistance. That assistance consisted of interest-free loans and grants, financial education and budget counseling, Budget for Baby workshops, thrift shops, and in-home visits by registered nurses to wounded and injured Sailors and Marines. 2. March 1, 2016, is the commencement of the Active Duty Fund Drive in support of the Navy-Marine Corps Relief Society. A successful fund drive will permit the Society to continue to be the lifeline of support our people need. NMCRS has set an overall goal for the Department of the Navy of $12 million. Setting any monetary goal below the Department of the Navy level is not authorized. From the top down, I direct that every Sailor and Marine be given the opportunity to learn about the programs and services offered by NMCRS, and to have the opportunity to support that work through allotments and other donation methods. This is an all hands effort. I am confident that, with the enthusiastic support and participation of leadership at every level, our goal is achievable. In support of the fund drive, commanders are authorized the use of appropriated funds for the traditional kickoff events and recognition events at the conclusion of the fund drive. Such expenditures must be consistent with limitations on the use of appropriated funds. 3. Released by Mr. Thomas W.
