Mission
Shape Navy policy, strategy, and program execution, strengthening the Navy's diverse, inclusive, and equitable culture. Utilize best practices, collaboration, and data-driven decisions, ensuring all Sailors have the opportunity to succeed and contribute to mission success.
Our Navy is committed to enabling a workforce demographic similar to that of the nation it serves. With nearly 50% of recruitable talent coming from diverse talent, the Navy must be deliberate to create a culture where every person, regardless of their background, has the opportunity to succeed.
Navy focuses on DEI in three ways:
• For Diversity, Navy measures how individual communities compare to the Department of Labor comparable-civilian equivalent, officer and enlisted demographics along race, gender, and ethnic lines. This ensures there are no unintended barriers to entry, and helps focus Navy recruiting efforts to bring in the right available talent.
• For Equity, Navy looks at key billets, along with detailing, advancement/promotion statistics to ensure every Sailor has the same opportunity for professional growth and development. This enhances organizational loyalty, encouraging Sailors towards a Navy career because they can see themselves in senior Navy leaders, both officer and enlisted.
• For Inclusion, Navy uses a variety of surveys to assess whether not its workforce feels included and connected to mission and leaders at all levels. This reflects human psychology as it relates to teambuilding, where personnel who feel excluded and disconnected are more likely to both underperform and conduct destructive behaviors.
Functions
Diversity Equity and Inclusion Advisors. Advises CNO, VCNO, CNP, TYCOMs, SYSCOMs and Community Leads on inclusion and diversity strategy and best practices.
Promote Inclusive Culture. Promotes a culture within the Navy that capitalizes upon inclusion and diversity through proactive assessment of Navy policies, strategies and program execution.
Develop and Implement Strategy. Ensures execution of Navy’s Inclusion and Diversity strategy with TYCOMs, SYSCOMs and Community Leaders.
Additional Responsibilities
1. Evaluate policies to improve recruitment and retention of a highly-skilled workforce with diverse perspectives.
2. Coordinate with enterprises and communities to collect and verify data on the composition of their workforce compared to the Navy as a whole and, when available, their civilian equivalent.
3. Communicate current information regarding inclusion and diversity matters and programs.
4. Maintain close liaison with the Department of the Navy, other Services, and external agencies on matters supporting the enhancement of inclusion and diversity within the Navy's culture.
5. Provide subject matter expertise to N1 on inclusion and diversity policy.
