Expedited and Safety Transfer

When concerns for the safety and well‑being of service members and/or their dependents dictate a permanent change of station (PCS) transfer prior to normal projected rotation date (PRD), an expedited or safety move may be authorized. 
 
Examples of expedited and safety moves are (but not limited to) crime victims and witnesses, Family Advocacy Program (FAP) cases, victims of rapes and other violent crimes, and threats made to the Sailor and/or the Sailor’s dependents.  MILPERSMAN 1300-1200 and MILPERSMAN 1300-1205 above contains hyperlinks to references containing information about entitlements and financial guidance.  All sexual assault cases are handled by Commander Navy Installations Command (CNIC, N2).
 
Each case is determined by Pers-454 on its individual merits.  Commands may request a PCS transfer for reasons of personal safety by contacting Commander, Navy Personnel Command, Pers-454, COM (901) 874-4730; DSN 882-4730; email: expd_trf.fct@navy.mil.
 
For Expedited and Safety Transfer for dependents only, travel and transportation is authorized under certain circumstances.  If the member’s dependents meet the criteria and they must be moved for personal safety reasons, the personnel office or supporting PSD of the member’s command will issue an authorization letter for travel and transportation on command letterhead using the basic format in Exhibit 1 of MILPERSMAN 1300-1200 above.  Chapter II, Section IV, Accounting Guide – Officer and Enlisted – Operational (Miscellaneous Travel) and Rotational (Miscellaneous Travel) of reference (d) must be used to build the Line of Accounting (LOA) for the letter.
