This ALNAV establishes the Naval Innovation Advisory Council (NIAC) and provides initial guidance for Fiscal Year 2016 (FY-16) implementation. 2. The NIAC is a Department-level council, comprised of Secretary of the Navy (SECNAV) Innovation Advisors, tasked to assist, accelerate, and enable innovation throughout the Department of the Navy (DON). NIAC Advisors will consider, develop, and accelerate innovative concepts for presentation to the SECNAV and other DON senior leaders, with recommendations to synchronize senior leadership, facilitate the flow of resources, streamline policy, and/or remove roadblocks that hinder innovation. Collectively, the NIAC will build and maintain an effective network of military, government, academic, and private sector experts and continually assess future operational and technological environments to identify areas of opportunity for the DON. 3. The FY-16 NIAC is comprised of an initial cadre of hand-selected military and civilian personnel who will stand up the NIAC, and establish and validate its processes and policies. The FY-16 theme/focus area is Exploiting Information as the Backbone of Innovation. NIAC Advisors are assigned to east coast (National Capital Region) or west coast locations (Moffett Airfield, CA). The NIAC will report to the Office of Strategy and Innovation within the Office of the Deputy Under Secretary of the Navy (Management)(DUSN(M)). The Naval Operational Support Center, San Jose, CA will provide administrative support to the Advisors located on the west coast. Advisors located on the east coast will receive administrative support from the Office of the DUSN(M). The Chief of Strategy and Innovation will establish required agreements within DON and other activities to support the NIAC mission. 4. This message formally establishes the NIAC and provides the foundation for future annual guidance. The NIAC will become a fully operational and enduring program in FY-17, providing the ways and means to accelerate innovation within the DON. This will be accomplished by enabling flexible research options that identify opportunities or barriers, championing specific projects/experiments to a level of maturity sufficient for transition, or participating in action learning environments directly supporting SECNAVs innovation objectives. The NIAC will deliver well- developed, actionable, and unfiltered recommendations into the SECNAV's decision-making cycle. Annual guidance will be issued during the first quarter of each calendar year for the following years NIAC and include application and selection procedures, manning levels, NIAC innovation themes/focus areas, and other annual requirements. 5. Roles and Responsibilities: a. Assistant Secretary of the Navy (Manpower and Reserve Affairs) will advise and assist the DUSN(M) Office of Strategy and Innovation with establishing and implementing the competitive announcement and selection process consistent with Merit System Principles that will be used to solicit the most qualified civilian candidates. b. Commandant of the Marine Corps (CMC) and Chief of Naval Operations (CNO) will provide the NIAC with the most qualified military and civilian candidates from their respective Services. Additionally, the CMC and CNO will facilitate the exchange of information and identify topics of interest to the NIAC. c. The General Counsel of the Navy shall provide legal support to the NIAC and shall be supported by the Department of the Navy/Assistant for Administration (DON/AA) with funding, administration, and logistical assistance, as necessary. d. DUSN(M) will facilitate communication of promising innovation ideas, concepts, and initiatives to the SECNAV and Under Secretary of the Navy. e. The Office of Strategy and Innovation shall coordinate support and oversight of the NIAC. The Office of Strategy and Innovation will develop NIAC proposals by assessing innovation initiatives along with input from SECNAV, CNO, and CMC, and recommend bold actions to build a cohesive innovation agenda that brings them into operational reality. f. The DON/AA will facilitate funding support for the daily operations and sustainment of the NIAC and its members to include temporary duty, travel and training while assigned, but excluding pay, allowances, and costs associated with permanent change of station or relocation. g. The Chief of Naval Research will identify subject matter experts and topics of interest within the naval science and technology community and facilitate the exchange of information with the NIAC. h. Presidents, Naval Postgraduate School, Naval War College, and Marine Corps University will provide academic research support and specialized education/training when requested. i. All DON commands and activities will support the NIAC mission. Collaboration among key leaders, subject matter experts, and NIAC Advisors is essential and will occur to the greatest extent possible. 6. SECNAV Innovation Advisor requirements: a. Four-year college degree (preferred). b. Ability to independently conduct research and analysis and develop realistic recommendations for senior leadership consideration. c. Outstanding oral and written communication skills, including the preparation of, or the capacity and ability to prepare, research and/or academic papers. d. Successful implementation of new or unconventional ideas. e. Ability to create and sustain effective personal networks. f. Ability to accomplish objectives with limited supervision. 7. Service Members who accept assignment as a NIAC Advisor may be required to agree in writing to an additional time commitment on active duty based on the nature of the individual project, external research support from industry or corporations, service policy, annual NIAC guidance, or statutory requirements. 8.
