REF B is Secretary of Defense Memorandum announcing establishment of the Inherent Resolve Campaign Medal. REF C is SECNAVINST 1650.1H Navy and Marine Corps Awards Manual.// RMKS/1. This All Navy (ALNAV) message announces creation of the Inherent Resolve Campaign Medal (IRCM) for service in support of Operation INHERENT RESOLVE (OIR) per references (a) and (b), and provides guidance for its issue within the Department of the Navy. 2. The following policy is effective immediately and shall be added to reference (c) upon its revision: Inherent Resolve Campaign Medal a. Authorization. E.O. of 30 March 2016. b. Eligibility Requirements. (1) Service by military personnel in direct support of OIR, in the designated Area of Eligibility (AOE), which encompasses all land area of the countries of Iraq and Syria, the contiguous water out to 12 nautical miles, and all air space above these waters and land area. (2) The period of eligibility is from 15 June 2014 to a date to be determined. Service Members who qualified for the Global War on Terrorism Expeditionary Medal (GWOTEM) between 15 June 2014 and 30 March 2016 within the IRCM AOE remain qualified for the GWOTEM. However, any such Service Members may elect the IRCM in lieu of the GWOTEM for such service provided they meet the eligibility criteria. Effective 31 March 2016, the IRCM is the only award authorized for service in the IRCM AOE. (3) Service Members must have been permanently assigned, attached, or detailed to a unit operating in the AOE for 30 consecutive or 60 non-consecutive days, or meet one of the following criteria: (a) Be engaged in combat during an armed engagement, regardless of time in the AOE. (b) Be wounded, killed, or injured while participating in an operation or on official duties that required medical evacuation from the AOE. Non-combat medical evacuation does meet the qualification criteria. (c) Participate as a regularly assigned aircrew member flying sorties into, out of, within, or over the AOE in direct support of military operations. Each day that one or more sorties are flown into, out of, within, or over the AOE shall count as one day toward the 30 consecutive or 60 non-consecutive day requirement. (4) Under no condition shall personnel or units receive the IRCM, GWOTEM, or Afghanistan Campaign Medal for the same action, time period, or service (i.e., single deployment or tour in designated operation area). (5) U.S. Public Health Service Officers are eligible for the IRCM on the same basis as members of the Armed Forces. (6) Civilian and foreign personnel are not eligible for the IRCM. c. Order of Precedence. The IRCM is worn after the Iraq Campaign Medal and before the GWOTEM. d. Subsequent Awards. (1) Service Members are only presented the IRCM upon initial award. (2) A separate bronze campaign star is worn on the IRCM ribbon to recognize each designated campaign phase in which a Service Member participated for one or more days. The currently approved IRCM campaign phases and inclusive dates are: (a) Abeyance: 15 Jun 2014 - 24 Nov 2015 (b) Intensification: 25 Nov 2015 - TBD e. Authorized Devices. (1) Campaign Stars. A bronze 3/16 inch five-pointed star. (2) FMF Combat Operations Insignia. A miniature bronze Marine Corps emblem authorized by the Secretary of the Navy for U.S. Navy Service Members assigned to Marine Corps units that participate in combat during the assignment. f. Awarding Authority (1) Navy Personnel. Commanding Officers exercising Navy and Marine Corps Achievement Medal awarding authority are authorized to award the IRCM and bronze campaign stars. Commands shall make the appropriate service record entries and issue the medals and bronze campaign stars. The service record entry made at the time of the initial award of the IRCM will also serve to authorize the first campaign star. Additional campaign stars require a subsequent service record entry documenting the first day of qualifying service in that designated phase for the IRCM. Commanding Officers whose entire unit meets the criteria for the IRCM must submit the unit name and UIC with start and end dates in the AOE to CNO (DNS -35). Navy personnel attached to DoD, Joint, or other non-DON commands who believe they meet the eligibility criteria should have their command confirm eligibility and submit the appropriate service record documentation. Commanding Officers exercising Navy and Marine Corps Achievement Medal awarding authority are authorized to award the IRCM and bronze campaign stars. Commands shall make appropriate entries in the Marine Corps Total Force System (MCTFS) and service record, and issue the medals and bronze campaign stars. The service record entry made at the time of the initial award will also serve to authorize the first campaign star. Additional campaign stars require a subsequent service record entry documenting the first day of qualifying service in that designated phase for the IRCM. Marines attached to DoD, Joint, or other non-USMC commands who believe they meet the eligibility criteria should have their command confirm eligibility and submit the appropriate MCTFS and service record documentation.
