The Department of the Navys Energy and Water Management Awards Program is designed to promote excellence in the areas of energy efficiency, energy management, renewable energy, new technology, energy training innovation, and energy awareness. Per reference (a), the Secretary of the Navy (SECNAV) will annually recognize the accomplishments of Navy and Marine Corps operational units, installations, and activities. 2. 14 energy conservation awards will be granted for Fiscal Year (FY) 2015 accomplishments for various units and activities of the Navy and Marine Corps. These awards are for outstanding overall energy performance during the preceding fiscal year. 3. One command is selected for an award in each category. Award categories are listed as follows: a. Navy Shore Activity Large (equal to or greater than 300,000 million British Thermal Units(BTU) of energy consumption during the fiscal year) b. Navy Shore Activity Small (less than 300,000 million BTU of energy consumption during the fiscal year) c. Marine Corps Shore Activity Large (equal to or greater than 500,000 million BTU of energy consumption during the fiscal year) d. Marine Corps Shore Activity Small (less than 500,000 million BTU of energy consumption during the fiscal year) e. Supported Command Activity (Navy and Marine Corps tenant commands) f. Surface Combatant (Medium/Large): DDG, CG g. Surface Combatant (Small): MCM, PC, LCS h. Amphib (Large): LCC, LHA, LHD i. Amphib (Small/Medium): LPD, LSD j. Commander, Naval Air Force Atlantic (COMNAVAIRLANT) Aviation Squadron k. Commander, Naval Air Force, US Pacific Fleet (COMNAVAIRPAC) Aviation Squadron l. Navy Expeditionary Unit m. Marine Corps Expeditionary Unit n. Military Sealift Command Ships 4. Reference (a) will be updated to include the categories listed above. Criteria will be issued annually by Navy, Marine Corps, and Military Sealift Command energy management. In addition to the SECNAV Energy Conservation Awards three levels of achievement, platinum, gold and blue will also be recognized. These three levels of achievement can be obtained by any number of activities. 5. SECNAV award winners are authorized to display the Secretary of the Navy Energy Conservation Award flag for a period of one year from the date of the award announcement. Award winners and units or activities reaching platinum levels of achievement are authorized to receive cash awards and certificates of achievement. The annual amount and distribution of cash awards will be determined by Navy and Marine Corps energy management. Cash awards may be used at the discretion of the activity commander to improve quality of life, encourage further energy conservation, or for other purposes subject to limitations on use of operation and maintenance funds. 6. Navy, Marine Corps, and Military Sealift Command energy management staffs are to submit their recommendations for FY 2015 award winners via email to the Deputy Assistant Secretary of the Navy for Energy office in accordance with their respective awards criteria no later than 14 June 2016 to chris.tindal@navy.mil. A panel of experts will review the submissions and recommend award winners for SECNAVs review and endorsement. The panel will also evaluate all submissions to determine if they qualify for platinum, gold, and blue levels of achievement. 7. SECNAV award winners and those attaining platinum, gold, and blue levels of achievement will be announced no later than 01 October 2016. 8. The Chief of Naval Operations, Commandant of the Marine Corps, and Commander, Military Sealift Command shall disseminate specific award criteria and procedures according to the awards categories listed. 9.
