This message informs Department of the Navy (DON) personnel that the Department of Defense (DoD) Continuous Evaluation Concept Demonstration (CECD), announced by reference (a), has ended and the DoD Continuous Evaluation Program (CEP) is active pursuant to references (b) and (c). As an active program, DoD CEP will use automated records checks (ARC) of authoritative data from DoD, other government, and commercial sources to review the backgrounds of individuals who have been determined eligible for access to classified information or assignment or retention in a sensitive position (including additional or new checks of commercial databases, government databases, and other information lawfully available to security officials) at any time during the period of eligibility to determine whether those individuals continue to meet the requirements for eligibility for access to classified information or assignment or retention in a sensitive position. 2. As a result of the Washington Navy Yard shootings and other events, the Secretary of Defense directed that DoD accelerate deployment of CE. At the end of the CECD, per reference (b), DoD decided to transition to the DoD CEP. The DoD CE system is now processing over 225,000 randomly selected DoD personnel with security eligibility. The number of personnel evaluated in the CE system will increase over time until all DoD eligible personnel are included in the program. 3. Potential derogatory information discovered during CEP will be compiled into a CE report and forwarded to DON Commanders and supervisors through normal security channels. Commanders will review CE reports and take action following the procedures stated in reference (e). ARC includes regular checks of information from credit reporting agencies. Individuals may receive a notification from one of the credit reporting agencies that a credit check was requested from the Defense Manpower Data Center. 5. In accordance with reference (d), the Command Security Management Office (SMO) will take the following actions if a CE notification is received in the Case Adjudication Tracking System (CATS): a. The SMO will receive a notification in the CATS portal workflow that a new subject record requires action. b. The SMO must inform the appropriate Commander/supervisor of the CE report, annotate the subject record in the CATS portal with the Commanders determination to either suspend or continue to allow classified access or assignment or retention in a sensitive position based on the information received in the CE report and any other local information that pertains, and attach any supporting documentation that is available. c. SMOs are expected to follow their local incident report (IR) procedures, in accordance with reference (e), input a follow-on or final IR in JPAS that provides as much detail as possible, and take appropriate action regarding the subjects access. d. SMOs will be unable to delete or modify information reported in the CE report and may not provide a printed copy of the CE report to the subject. e. Once the SMO updates JPAS and the subjects record in the CATS portal, the CE report information is then available in CATS allowing the DoD Central Adjudication Facility (DoD CAF) the ability to make the appropriate eligibility determination. 6. All commands shall hold and maintain CATS accounts. Commands shall request CATS accounts through their Echelon II Security Manager, and Echelon II Security Managers shall register and train subordinate commands per reference (d). 7. CE reports for contractors will be sent to the Defense Security Service and, if applicable, the supporting Sensitive Compartment Information Security Management Office. 8.
