This All Navy message renames the Navy Recruit Training Service Ribbon to the Navy Accession Training Service Ribbon and expands eligibility for the award to personnel serving in accession billets and commands across the Navy. Paragraph 2 of this message updates the entire section of reference (a) pertaining to this award. Paragraph 3 provides administrative procedures for implementing the changes. 2. Article 420.28 of reference (a) shall now read as follows: 28. Navy Accession Training Service Ribbon a. Authorization. Established by the Secretary of the Navy on 17 March 1998 as the Navy Recruit Training Service Ribbon. b. Eligibility Requirements. Awarded to officers and enlisted personnel of the United States (U.S.) Navy who meet the following criteria: (1) Must have successfully completed the prescribed tour of duty at one of the following commands: (a) Naval Service Training Command (NSTC) (b) Recruit Training Command (c) Officer Training Command (d) Naval Reserve Officers Training Corps Units (e) United States Naval Academy (USNA) (f) United States Naval Academy Preparatory School (2) Must have maintained outstanding personal standards without any disciplinary incidents throughout the tour. (3) Must have completed the tour on or after 1 October 1995. c. Award Elements. The award consists of a ribbon bar only. No medal will be struck, and no citation or certificate will be issued. Subsequent awards are denoted by 3/16 inch bronze stars. d. Awarding Authority. Commanders of the commands listed in subparagraph 1.b above are the awarding authorities for their respective commands. 3. Administrative Procedures a. The approving authority will ensure appropriate entry is made in the awardees service record documenting the authorization to wear this ribbon. b. Active duty personnel who served in the commands listed in paragraph 2 who believe they meet the eligibility criteria for this ribbon may submit a written request for this award to the current commanding officer of the command with which they served. For active duty personnel who did not serve in the commands listed in paragraph 2, but who believe they meet the eligibility criteria, may submit a written request for this award to: Commander, Naval Service Training Command, 2601A Paul Jones Street, Great Lakes, IL 60088 (NSTC Personnel) or U.S. Naval Academy, 121 Blake Road, Annapolis, MD 21402 (USNA Personnel). All requests must include the dates assigned to an eligible command, along with a current mailing address. Supporting documentation showing qualifying service should be included if available. The respective commanding officer will make the final award determination and take action to correct the individual service record if the award is authorized. c. Retired or separated personnel who served in the commands listed in paragraph 2 who desire to have their award eligibility updated may submit a written request to the current commanding officer of the command with which they served. For retired or separated personnel who served in commands other than those listed in paragraph 2 or in commands no longer established may submit a written request to: Commander, Naval Service Training Command, 2601A Paul Jones Street, Great Lakes, IL 60088 (NSTC Personnel) or U.S. Naval Academy, 121 Blake Road, Annapolis, MD 21402 (USNA Personnel). The request must include the DD-214 Copy 4, documentation indicating dates assigned to eligible command, and a current mailing address. Supporting documentation showing qualifying service should be included if available. The respective commanding officer will make a final determination on eligibility and, for those authorized the award, will submit the required documentation to Navy Personnel Command to ensure correction of the service record. d.
