The purpose of this All Navy (ALNAV) message is to update Department of the Navy (DON) conference management policy. 2. References (a) and (b) are hereby canceled. 3. All DON Organizations are directed to comply with the requirements of reference (c). Deputy Under Secretary of the Navy (Management) (DUSN (M)), Chief of Naval Operations (CNO), and Commandant of the Marine Corps (CMC) are directed to provide implementing guidelines to their subordinate commands and organizations no later than 1 July 2017. A copy of the implementing guidelines must be provided to DUSN (M). 4. The following clarifying information is provided: a. Tier 2 for the DON includes CNO; CMC; DUSN (M); Vice Chief of Naval Operations (VCNO); Assistant Commandant of the Marine Corps (ACMC); Department of the Navy/Assistant for Administration (DON /AA); Director, Navy Staff (DNS); Director, Marine Corps Staff (DMCS); Navy and Marine Corps commands headed by a two-star or higher Flag Officer (FO), General Officer (GO), or Senior Executive Service (SES) at the Tier 2 level; and critical FO/GO commanders designated by DNS, DMCS, or DON/AA. b. Conferences which have historically exceeded $100K across the DON: (1) DON-hosted conferences and attendance at non-Department of Defense (DoD) hosted conferences which have historically exceeded $500K require approval by the Secretary of the Navy (SECNAV) or the Under Secretary of the Navy (UNSECNAV). (a) Requests must be submitted to DON/AA via the chain of command no later than 60 days prior to the conference start date. This allows for proper review and submission to SECNAV /UNSECNAV 30 days prior to the start of the conference. Exceptions to the 60-day submission requirement will be considered on a case-by-case basis, and should include justification for the late submission. (b) Conferences hosted by DON organizations with estimated costs exceeding $500K must include a paragraph stating that exceptional circumstances exist whereby such a conference is the most cost-effective option to achieve a compelling purpose. (2) DON-hosted conferences and attendance at non-DoD hosted conferences which have historically exceeded $100K but are under $500K require approval by a Tier 2 official, as defined in paragraph 4a. (a) Further delegation is not authorized. (b) Navy and Marine Corps commands not designated as a Tier 2 approval authority in this ALNAV will submit their requests to the first Tier 2 approver in their chain of command. Secretariat organizations will submit their requests to DON/AA. (3) DON/AA will maintain an Over $100K list of non-DoD hosted conferences which historically have exceeded $100K across the DON. (a) The list will be updated annually and will be available in Taskers and on the DON/AA SharePoint site at https:/ /portal.secnav.navy.mil/ orgs/DUSNM/DONAA/CPEM/SitePages/DON %20Conferences.aspx. Periodic updates will be made as additional information becomes available. (b) Conferences which have historically exceeded $500K and require approval by SECNAV/UNSECNAV are highlighted in blue on the Over $100K list. See paragraph 4b(1)(a) of this ALNAV for submission dates. (4) Organizations should continue to submit requests according to current practice until directed otherwise. c. Conference approval authorities are authorized to provide one -time approval for recurring DON-hosted conferences within the limits of their approval authority. (1) One-time approvals must identify control conditions for continued approval, e.g., cost limits, attendance limits, duration limits, and location restrictions. (2) Actual conference execution is subject to reporting requirements identified in paragraph 5 of this ALNAV. d. DON-hosted conferences include those co-sponsored with a non -DoD organization. Per reference (e), DON organizations should execute a Memorandum of Understanding or Agreement if co-sponsoring with a non-Federal entity. Co-sponsorship agreements should be reviewed by servicing legal counsel prior to submission. e. Attendance at DoD-hosted conferences (e.g., Army, other DON) does not require approval from a DON conference approval authority, unless required by DON/AA (Secretariat), DNS, or DMCS. Attendees must coordinate with the hosting Services conference point of contact for accounting and reporting purposes. f. Exemptions. Per reference (c), if an event is determined to be exempt from conference approval requirements, such determination must be approved by a GO/FO/SES with advice of servicing legal counsel. A GO/FO/SES, with advice of servicing legal counsel, may issue blanket exemptions for recurring events. 5. Reporting a. All DON organizations who host conferences with costs in excess of $20K must comply with the reporting requirements of references (c) and (d). See reference (c) for the list of conference expenses to be included. Please note that attendance by other DoD personnel (non-DON) must be included in the cost estimate. b. Organizations hosting a conference over $20K must identify a Conference Reporter who will be responsible for reporting conference information to the DoD. The identified Conference Reporter must go to the DoD Conference Tool site and request access as a Conference Reporter. Link is: https://eitsdext.osd.mil/sites /DoDConferenceTool/Pages/home.aspx. Per DoD policy, all Conference Reporters must be approved by the Tier 1 (SECNAV/UNSECNAV) representative who is DON/AA. Requesting access to the Tool will send an email request to DON/AA. c. Hosting organizations must comply with all reporting timelines identified in references (c) and (d). 6. Effective date. This delegation is effective immediately. DON/AA, DNS, and DMCS are directed to coordinate approval of pending conference requests with subordinate organizations. 7. Points of contact a.
