Effective immediately, reference (a) is to be implemented within the Department of the Navy. Reference (a) can be located at the following website: https://portal.secnav.navy.mil/orgs/DUSNP/Security- Directorate/Personnel-Security/SitePages/Home.aspx. 2. Periodic Reinvestigations a. Secret - Tier 3 periodic reinvestigations (T3R) will continue to be conducted at the ten year periodicity. b. Top Secret - Tier 5 periodic reinvestigations (T5R) will be initiated six years after the date of the previous investigation versus the five year mark. The change in T5R submissions will ensure Department of Defense (DoD) T5R investigations remain within the current seven year reciprocity guidelines and will continue reducing the backlog. Reinvestigations should only be submitted at a five year periodicity if: (1) Specifically required by other DoD policy (i.e., for a Special Access Program, or for Industry cases as directed by the Defense Security Service). (2) The DoD Consolidated Adjudications Facility (DoD CAF), Command Security Manager or the Special Security Officer is aware of significant derogatory information requiring review. 3. The DoD CAF may request additional information from data sources or government entities in order to determine eligibility for access to classified information or to hold sensitive positions when certain types of derogatory information requires resolution. 4. Deputy Under Secretary of the Navy (Policy) (DUSN(P)) Security will track appropriate key performance measures through the Defense Security Enterprise Advisory Group (DSEAG). The purpose of tracking key performance measures is to ensure the authorities granted in reference (a) produce outcomes that mitigate the mission readiness impacts associated with the personnel security investigation (PSI) backlog. DUSN(P) Security will work in conjunction with the DSEAG to develop and implement measures to mitigate risks associated with the PSI backlog. 5.
