The Department of the Navys Energy and Water Management Awards Program is designed to promote excellence in the areas of energy efficiency, energy management, renewable energy, new technology, energy training innovation, and energy awareness. Per reference (a), the Secretary of the Navy (SECNAV) will annually recognize the accomplishments of Navy and Marine Corps operational units, installations, and activities. 2. There are 14 energy conservation awards that will recognize outstanding overall energy performance of Navy and Marine Corps commands during Fiscal Year 2016. 3. One command will be selected for the top award in each category. Award categories include: a. Surface Combatant (Medium/Large): DDG, CG b. Surface Combatant (Small): MCM, PC, LCS c. Amphib (Large): LCC, LHA, LHD d. Amphib (Small/Medium): LPD, LSD e. Commander, Naval Air Force Atlantic: Aviation Squadron f. Commander, Naval Air Force, U.S. Pacific Fleet: Aviation Squadron g. Navy Expeditionary Unit h. Marine Corps Expeditionary Unit i. Military Sealift Command Unit j. Navy Shore Activity Large (greater than or equal to 300,000 million British Thermal Units (BTU) of energy consumption during the Fiscal Year) k. Navy Shore Activity Small (less than 300,000 million BTU of energy consumption during the Fiscal Year) l. Marine Corps Shore Activity Large (greater than or equal to 500,000 million BTU of energy consumption during the Fiscal Year) m. Marine Corps Shore Activity Small (less than 500,000 million BTU of energy consumption during the Fiscal Year) n. Supported Command Activity (Navy and Marine Corps tenant commands) 4. Reference (a) will be updated to include the categories listed above. Criteria will be issued annually by Navy, Marine Corps, and Military Sealift Command energy management. In addition to the SECNAV Energy Conservation Awards, three levels of achievement, platinum, gold, and blue will also be recognized. These three levels of achievement can be obtained by any number of activities. 5. SECNAV award winners are authorized to display the SECNAV Energy Conservation Award flag for a period of one year from the date of the award announcement. Award winners and units or activities reaching platinum levels of achievement are authorized to receive cash awards and certificates of achievement. The annual amount and distribution of cash awards will be determined by Navy and Marine Corps energy management. Cash awards may be used at the discretion of the activity commander to improve quality of life, encourage further energy conservation, or for other purposes subject to limitations on use of operations and maintenance funds. 6. Navy, Marine Corps, and Military Sealift Command energy management staffs are to submit their recommendations for Fiscal Year 2017 award winners via email to the Deputy Assistant Secretary of the Navy (Energy) office in accordance with their respective awards criteria no later than 14 June 2017. A panel of experts will review the submissions and recommend award winners for SECNAVs review and endorsement. The panel will also evaluate all submissions to determine if they qualify for platinum, gold, or blue level of achievement. 7. SECNAV award winners and those attaining platinum, gold, and blue levels of achievement will be announced no later than 1 October 2017. 8. The Chief of Naval Operations, Commandant of the Marine Corps, and Commander, Military Sealift Command shall disseminate specific award criteria and procedures according to the award categories listed. 9.
