The purpose of this ALNAV is to promulgate guidance regarding Department of the Navy (DON) operations during this lapse in appropriations. 2. The DON will continue to meet its obligations with regard to the deployment of forces, safety of human life, and protection of property, as directed by statutes and Department of Defense guidance. Other activities must cease unless approved as an exception by me. 3. DON organizations and activities can find the latest guidance, instructions, and procedures regarding excepted activities at: https://portal.secnav.navy.mil/cop/sites/RFEA/Lists/Excepted_Activity_Request s/NewForm.aspx. This site is accessible to anyone with a Common Access Card. If a user has not previously registered for an account on the portal, he/she will be directed to a page to register. Registration is immediate. 4. Organizations and activities who believe their requirements cannot be delayed until appropriate funding is restored must submit a Request for Excepted Activity through the above SharePoint site. Submission requires a signature by a Flag/General Officer, Senior Executive Service member, or equivalent. Use of the SharePoint site will be the fastest method to submit a request and receive a decision. However, should there be a problem accessing the SharePoint site, an email request may be forwarded to NonDelApprovals@navy.mil. This method should only be used in an emergency. 5.
