The Navy-Marine Corps Relief Society (NMCRS) has provided need-based financial assistance to Sailors, Marines, their families, surviving spouses and orphans for more than a century. They also provide financial education, budget counseling, thrift shops, and visiting nurses to help address the unique challenges of military life and service. With offices on every major Navy and Marine Corps installation around the globe, NMCRS provided a financial life line for nearly 60,000 Sailors, Marines, Retirees and Sea- service families with more than $45 million in interest-free loans and grants in 2017. 2. On 1 March 2018, the Department of the Navy (DON) kicked off its annual active duty fund drive in support of the NMCRS. This is an all hands effort. I ask for your leadership and support at every level to ensure a most successful campaign. Our senior leaders must communicate to our Service Members the value, importance, and benefit that we all derive from the society’s diverse offerings of financial assistance, programs and services. 3. The DONs goal for the 2018 active duty fund drive is $12.5 million. To increase situational awareness NMCRS has designed a web-based tool for monitoring our efforts. I encourage command triads to maximize its use. While striving for 100 percent meaningful contact with our Sailors and Marines we will only have a DON-level goal. I am confident that with enthusiastic leadership our goal is achievable. 4. Consistent with rules for the use of appropriated funds, commanders may authorize the use of appropriated funds for traditional kickoff events, recognition ceremonies, and other non-solicitation events to support the active duty fund drive. 5.
