RMKS/1.  Reference (a) directed a comprehensive review of existing Secretary 
of the Navy instructions (SECNAVINST).  Reference (b) cancelled 14 
SECNAVINSTs that were no longer needed.  An additional three instructions 
have been identified for cancellation as follows:

5420.188F   ACQUISITION CATEGORY (ACAT) PROGRAM DECISION PROCESS
5527.2      INVESTIGATIONS OF SEXUAL MISCONDUCT WITHIN THE
            DEPARTMENT OF THE NAVY
12310.7A    MILITARY SPOUSE EMPLOYMENT PREFERENCE

2.  The guidance contained in these instructions were redundant or out of 
date.  If your local policy is affected by the cancellation of these 
instructions and you are unsure of the source document for current guidance, 
please contact the office which formerly sponsored the cancelled instruction 
for clarification via your chain of command.

3.  I applaud all efforts to streamline SECNAVINSTs and to make them useful 
and current.  We have already accomplished a great deal.  I know I can count 
on you to maintain momentum to complete this worthwhile effort.
