RMKS/1.  Per references (a) and (b), all Department of the Navy (DON) 
entities shall immediately suspend the submission of any new reinvestigation 
requests, except for those Tier 3 and Tier 5 reinvestigation requests that 
have been vetted through the deferment process and implement the below 
procedures using a risk management approach that permits the deferment of 
reinvestigations where the screening results are favorable and mitigation 
activities are in place.


2.  Echelon I and II Command Security Managers are the only authorized points 
of entry for the submission of the Electronic Questionnaires for 
Investigation Processing System to support the Department of Defense (DoD) 
deferment plan until DoD implements an automated solution for ingest of the 
Standard Form 86 into the Mirador system.  The anticipated release date for 
this functionality is November 30, 2018.  Command Security Managers should 
familiarize themselves with the detailed procures found in references (a) and 
(b).
