SUBJ/ETHICS MESSAGE FOR THE DEPARTMENT OF THE NAVY//

RMKS/1.  The vision for the Department of the Navy (DON) is a combat credible 
Navy and Marine Corps team focused on rebuilding military readiness, 
strengthening alliances, and reforming business practices in support of the 
National Defense Strategy.  In working together to realize this vision, I 
expect every Navy and Marine Corps team member to act with integrity and play 
the ethical midfield at all times.  Remember, each and every one of us is 
accountable for our actions and decisions each and every day.

2.  The Navy and Marine Corps have a strong tradition of honor that requires 
all of us to conduct ourselves in the highest ethical manner, to be honest 
and truthful in our dealings with each other and with those outside the DON, 
and to act in the best interests of our country.  The trust placed in each of 
us by the American people must never be taken for granted, and we must remain 
committed to upholding this public trust through our everyday actions.

3.  A key component of our ethical responsibility is recognizing ethical 
behavior as a foundation of our ability to make sound, informed decisions.  I 
ask that each member of the team make ethics an instinctive part of your 
daily actions, and I appeal to each of you to never look the other way or 
abuse the power given to you, to act with integrity, and to endeavor to do 
the right thing always.
