RMKS/1.  Reference (a) directed a comprehensive review of existing Secretary 
of the Navy instructions (SECNAVINSTs).  References (b) and (c) cancelled 17 
SECNAVINSTs that were no longer needed.  An additional four instructions and 
one manual have been identified for cancellation as follows:

2.  It has been determined that the guidance contained in these instructions 
and manual are no longer needed.  If your local policy is affected by the 
cancellation of these instructions and manual or you are unsure of the source 
document for current guidance, please contact the office which formerly 
sponsored the cancelled instruction/manual for clarification via your chain 
of command.

3.  I commend your efforts to streamline Secretary of the Navy instructions 
and to make them useful and current.  We have already accomplished a great 
deal.  I know I can count on you to maintain momentum to complete this 
worthwhile effort.
