This message provides initial guidance on the deployment of the nationwide public safety broadband network, called FirstNet, across Department of the Navy (DON) installations and their associated special areas in 56 U.S. states and territories. Developed and managed per public law 112- 96 (reference (a)), FirstNet is not a publicly available cellular service and is not subject to standard guidance regarding commercial unclassified wireless devices and services. Reference (b) includes guidance regarding capabilities necessary for emergency response, including mutual aid efforts with civilian first responders. 2. FirstNet Authority is responsible for ensuring the operation and maintenance funding over the national public safety broadband network, including those sites installed on Navy and Marine Corps installations. Commander, Navy Installations Command (CNIC) for the Navy and Commander, Marine Corps Installations Command (COMMCICOM) for the USMC, in conjunction with their Echelon I resource sponsor (e.g., Office of the Chief of Naval Operations (OPNAV) for Navy) will be responsible for development of associated functional, technical and budgetary requirements, policies, procedures, and deployment strategies and identification of public safety first response entities related to FirstNet integration and implementation. The first responder network authority, which determines Public Safety Entity (PSE) qualification, has determined that the DON qualifies as a PSE under reference (a). CNIC and COMMCICOM will ensure their respective policies address the procurement and operational management of the FirstNet subscriptions, devices, and services to first response programs within their respective PSE. 3. FirstNet subscriptions, devices, and services shall be procured per reference (c) (also see paragraphs 6 and 7 below). CNIC and COMMCICOM should perform installation specific needs assessments and gap analyses to include the availability and coverage of 700 MHz band 14. These assessments, along with the associated policies and plans, will inform later budgetary requests related to FirstNet integration and implementation. In coordination with applicable resource authorities (e.g., OPNAV N46 for CNIC), CNIC and COMMCICOM will budget for and execute all associated FirstNet procurements for their respective service. 4. Current public safety communications capabilities, e.g., PSNet, will continue to operate as FirstNet capabilities are integrated onto each of the DONs installations. CNIC and COMMCICOM will engage with FirstNet agents to initiate the development of each installations public safety communications data interface and interoperability requirements. This level of effort is necessary to minimize operational impact with mutual aid partners and, where applicable, assure the efficient and cost-effective transition of public safety data communications and alignment with SLTT FirstNet implementation activities. 5. FirstNet deployment should not be assumed to fall under the direction provided in reference (d) unless reference (d) guidance provides an advantage over existing deployment processes. 6. As defined in reference (c), FirstNet pooled and unlimited plans are available only to those agencies and organizations that are eligible to use General Services Administration (GSA) sources and also meet the qualifications of being a PSE. Because FirstNet is a distinct public safety network administered by a federal government authority (FirstNet Authority), it is not a standard cellular service commercial service contract, such as the DON Wireless Spiral 3 contract vehicle. CNIC and COMMCICOM should order FirstNet devices or services through GSA. The DON Wireless Spiral 3 contract vehicle is authorized, via CNIC or COMMCICOM approved public safety mission requirements, as an alternate procurement solution for FirstNet devices and services. 8. FirstNet is a true partnership between the federal government, industry, and SLTT government partners. All states/territories /tribal entities have agreed to adopt FirstNet for their public safety organizations. The DON must align with their planning actions and ensure no technology gap materializes within its public safety communications architecture supporting the DON first responders and their mutual aid partners on and off its installations. 9.
