One century ago, then-Captains Ernest J. King, Dudley Knox, and Bill Pye were tasked to examine possible educational reforms to better prepare naval officers for the challenges of the future. During the same interwar period, the Marine Corps Schools at Quantico, Virginia also designed a continuum of learning designed to stretch across a Marines entire career. Both efforts served to elevate education as a true warfare enabler. Indeed, Navy and Marine Corps teams have ever since shared a firm belief that continuous learning and sharing hard-won knowledge represents a combat- proven key to victory for our naval services. 2. With another era of great power competition ahead and this belief firmly in mind, the Secretary of the Navy (SECNAV) formed an independent subject matter expert team to conduct a new, comprehensive study of education throughout the Department of the Navy (DON). The Education for Seapower (E4S) study sought input from experts and proven national-level leaders from government, academia, and private industry, and interacted with our various flagship naval educational institutions as well as top-flight civilian educational nodes. 3. Together, the team developed a series of observations and recommendations for continuous learning throughout the naval services and provided an official report. SECNAV has reviewed their report, and, as a result, issued a Memorandum to the entire DON in order to advance intellectual development for all our naval leaders, both officer and enlisted. Today, I am pleased to announce the release of these education initiatives in SECNAVs Memorandum, as well as the entire E4S study report for viewing by all hands. 4.
