SUBJ/ANNUAL ETHICS MESSAGE//

RMKS/1.  The trust placed in each of us by the American people should never 
be taken for granted, and we must remain committed to ensuring we act with 
the highest degree of ethical conduct.  As we continue to improve the way the 
Department of the Navy (DON) conducts business, our enduring tradition of 
honor requires all of us to conduct ourselves in the highest ethical manner, 
to be honest and truthful in our dealings with others, and to act in the best 
interests of our country.

2.  Ethical behavior is the foundation of our ability to make sound, informed 
decisions.  Every member of the Navy and Marine Corps team must live by our 
core values of honor, courage and commitment, and to do what is right, 
without hesitation, whether or not anyone is looking.  Remember, we are our 
strongest when we work as a team and lead by example.

3.  I expect DON leaders to be personally involved in training our people.  
Leaders should create an environment where ethical decision-making is a 
natural part of meetings and engagements.  Additionally, team members should 
make ethics a part of their daily actions, and should never look the other 
way or abuse the trust instilled in us by the American people.

4.  Thank you for your commitment to this important responsibility.  It is an 
honor to serve alongside each of you in defense of the United States of 
America.
