RMKS/1.  Reference (b) announced the passing of General Paul X. Kelley, the 
28th Commandant of the Marine Corps.
2.  In accordance with reference (a), all ships and stations of the 
Department of the Navy will half-mast the National Ensign on 13 February 2020 
when General Kelley will be interred at Arlington National Cemetery.
