REF D MEMO, NEW CFC RULES AND REGULATIONS FOR FUNDRAISING IN THE FEDERAL WORKPLACE.// RMKS/1. In 1961, President John F. Kennedy signed an Executive Order authorizing Federal employees and members of the uniformed services to support and facilitate fundraising on behalf of voluntary agencies through on-the-job solicitations. Implementing the order took the form of an annual CFC in which eligible voluntary agencies are approved to participate. Since that time, Federal employees and military personnel have donated over $8.4B through the CFC. 2. References (a) and (b) announced the start of the 2020 annual CFC campaign, which runs from 21 September 2020 through 15 January 2021. The most important objective of this annual campaign is to ensure Federal employees, Sailors, and Marines are made aware of the CFC and are given the opportunity to donate to their favorite non-profit charity no matter where they are. As we continue to confront and battle this global pandemic, the Department of the Navy (DON) and our senior leaders must remain steadfast in our support to CFC. I encourage you to provide your full support, commitment, and virtual leadership to all CFC efforts in and around your installations to maximize the campaigns objectives. The DON can perform this mission safely while still helping others in need. 3.
