Since 1904, the Navy-Marine Corps Relief Society (NMCRS) has provided need-based financial assistance to active duty and retired Sailors, Marines, their families, surviving spouses, and orphans. With 52 offices on every major Navy and Marine Corps installation around the globe, NMCRS provided financial assistance for more than 23,000 Sailors, Marines, Retirees, and Sea Service families with nearly $23 million in interest-free loans and grants in 2020. 2. It is critically important that we understand the value of having supporting organizations, like NMCRS, by our side during a global pandemic. This past year our Navy-Marine Corps family has faced many unforeseen personal challenges such as the unexpected deaths of family members, the loss of income by spouses, and/or the postponement of permanent change of station travel orders that resulted in unanticipated expenses. NMCRS has faithfully responded to these changing needs by adapting and enhancing their services, which includes the implementation of virtual workshops and telehealth visits, and the creation of Rapid Response Loans of up to $1,500. 3. On 1 March 2021, the Department of the Navy kicked off its annual Active Duty Fund Drive in support of the NMCRS. The goal for the 2021 Active Duty Fund Drive is $12.5 million. The most important objective is to ensure every Sailor and Marine is aware of the diverse programs and services available to them from NMCRS by ensuring 100 percent meaningful contact. This campaign is our opportunity to inform Sea Service Members about NMCRS to ensure it continues to meet its mission of financial and educational support for Navy and Marine Corps Service Members and their families. We now have the resources to communicate our virtual support of NMCRS and I encourage everyone to use these tools fully. The annual Active Duty Fund Drive is an all hands effort and I depend on leaders at every level of command to ensure a most successful campaign. 4. Commands and organizations should follow all the guidance and policy associated with COVID-19 protocols. Additionally, commands and organizations may authorize, consistent with the rules for the use of appropriated funds, the use of appropriated funds for traditional kickoff events, recognition ceremonies and other non-solicitation events to support the Active Duty Fund Drive. 5.
