RMKS/1.  The Secretary of the Navy (SECNAV) Energy Excellence Awards Program 
is designed to recognize annually those Navy and Marine Corps activities that 
have demonstrated exceptional leadership and sustained excellence in energy 
program management that contributes to energy security, improved readiness, 
and mission capability.

2.  Nine energy awards will be awarded for Fiscal Year (FY) 2021 
accomplishments and overall outstanding energy performance.

3.  One command will be selected for each of the following award categories:
    a.  Installation (Large).  This category is for Department of the Navy 
(DON)
    installations with energy consumption greater than or equal to 500,000 
million
    British Thermal Units (BTU) during the FY.
    b.  Installation (Small).  This category is for DON installations with
    energy consumption less than 500,000 million BTU during the FY.
    c.  Afloat (Large).  This category is for commissioned afloat combatant 
and
    amphibious naval units with crews greater than or equal to 400 personnel.
    d.  Afloat (Small).  This category is for commissioned afloat combatant 
and
    amphibious naval units with crews less than 400 personnel.
    e.  Afloat (Logistics).  This category is for auxiliary ships including 
all
    civilian manned ships from the combat logistics force under Military 
Sealift
    Command.
    f.  Aviation (Large).  This category is for DON air group sized units
    operating under aircraft controlling custodians.
    g.  Aviation (Small).  This category is for DON squadron and detachment
    sized units operating under aircraft controlling custodians.
    h.  Expeditionary.  This category includes all DON deployed expeditionary
    units.
    i.  Technology Development and Acquisition.  This category is for DON
    activities that have demonstrated exceptional leadership and/or 
innovation in
    developing technologies, acquisition methods, or contract management 
practices
    with the potential to significantly improve energy performance on a 
Service
    -wide level.  Energy technologies must have a functioning prototype that
    significantly impacts the lethality or operational reach of a platform or
    weapon system and be capable of being tested in a field operating 
environment.

4.  Activities selected must have demonstrated superior initiative, 
measurable improvements in energy security, and sustained commitment to a 
ready, mission -capable Navy and Marine Corps.  The Navy and Marine Corps 
shall submit nomination packages for FY 2021 award winners via e-mail to the 
Office of the Deputy Assistant Secretary of the Navy (Installations, Energy 
and Facilities) in accordance with their respective awards criteria no later 
than 1 July 2021 to sandra.kline@navy.mil.  A selection board will review the 
submissions and recommend award winners for final approval by the Assistant 
Secretary of the Navy (Energy, Installations and Environment) and recognition 
by the SECNAV.

5.  Award winners will be announced no later than 31 July 2021.  Due to 
budgetary constraints, there will be no cash awards for FY 2021.
