REF B IS OPM MEMO, 2021 COMBINED FEDERAL CAMPAIGN. REF C IS DOD INST, COMBINED FEDERAL CAMPAIGN (CFC) FUNDRAISING WITHIN THE DOD.// RMKS/1. In 1961, President John F. Kennedy signed an Executive Order authorizing Federal employees and members of the uniformed services to support and facilitate fundraising on behalf of voluntary agencies through on-the-job solicitations. Implementing the order took the form of an annual CFC in which eligible voluntary agencies were approved to participate. This year, CFC celebrates its 60th anniversary. Since its inception, Federal employees and military personnel have donated more than $8.5B through the CFC, supporting thousands of worthy causes. 2. References (a) and (b) announced the start of the 2021 annual CFC campaign, which began on 1 September 2021 and runs through 14 January 2022. The most important objective of this annual campaign is to ensure Federal employees, Sailors, and Marines are made aware of the CFC and are given the opportunity to donate to their preferred non-profit charity. The COVID-19 pandemic continues to challenge us as we enter this new campaign season. As we did last year, our Navy and Marine Team will meet these new challenges head-on. The Department of the Navy (DON) and our senior leaders must remain steadfast in our support to CFC. I encourage you to provide your commitment and virtual leadership to all CFC efforts in and around your commands and installations to meet the campaigns objectives. The DON can safely perform this mission of helping others in need. We did it last year, and I am confident that our team will do it again this year. 3. Thanks to the generosity of our DON employees, CFC remains a vital supporter of non-profit organizations within our communities. With your ardent support in 2021, this campaign continues to provide the DON the opportunity to build on our legacy of helping others and making a difference.
