The Secretary of the Navy initiated the project Running Fix to improve the efficiency and effectiveness of the Department of the Navy's (DON) mission by addressing programmatic and organizational issues not aligned with the current priorities. The project will be co-chaired by the Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN (RD&A)) and the Assistant Secretary of the Navy for Financial Management and Comptroller (ASN (FM&C)). ASN (RD&A) and (FM&C) will conduct a formal process to identify and analyze issues with input from stakeholders across the DON, and then incorporate those issues into the Fiscal Year(FY) 2026 budget development process. The project is currently in Phase I, which involves soliciting nominations for issues to be considered. 2. Phase I a. To facilitate the nomination process, a sharepoint website is available for DON organizations to submit topics for consideration. Individuals with a rank equivalent to O-5 or higher can submit nominations. The sharepoint site is open and will remain open for approximately two weeks following transmission of the ALNAV. c. Organizations nominating issues resulting in cost savings will have the opportunity to retain those savings. Running Fix is looking for programmatic and organizational issues, those issues are defined as: (1) Programmatic issues are programs, particularly acquisition programs, whose function or execution (cost, schedule, or performance) do not reflect current DON priorities, or have layers that can be removed without creating undue risk. (2) Organizational issues are processes or organizations that do not reflect current DON priorities. In line with change management best practices, these issues will be limited to a small number of issues reflecting prioritization and probability of successful implementation. d. The co-chairs will adjudicate nominations and present a select set of issues for approval to the Under Secretary of the Navy in the middle of December. 3. Additional Phases a. Phase II will include DON-wide working groups that will convene to examine and analyze the programs related to the issues. The findings of the analysis are expected to be presented for implementation at the end of February. b. Phase III will include further refinement for implementation in FY 2026, including budgetary and acquisition processes and communicating the results to the DON and other stakeholders. c. Phase IV will include final implementation in existing processes. 4. The DON is a venerable and strong organization well-poised to address our Nation's strategic needs. We owe it to the American people to take a hard look at ourselves and be the best stewards of every tax dollar they provide. This process will enable us to demonstrate transparency and accountability, which will further strengthen our Navy. 5.
