For 120 years the Navy-Marine Corps Relief Society (NMCRS) has provided confidential, needs-based financial assistance to over 5 million active-duty and retired Sailors, Marines, and their families, providing $2 billion in assistance. The NMCRS programs and services also include tuition scholarships, budget counseling, thrift shops, and visiting nurses to help address the unique challenges of military life and service. The NMCRS operates around the globe, in more than 200 offices located on land and sea, staffed by thousands of volunteers and a small cadre of paid employees. In 2023, the NMCRS provided $50 million in interest-free loans and grants to approximately 47,000 Sea Service members and their families. 2. Beginning 1 March 2024, the NMCRS kicked off its annual Active-Duty Fund Drive (ADFD) benefitting NMCRS. The goal for the 2024 ADFD is to raise $8 million. While the opportunity to support the NMCRS with a financial contribution is an option, the most important objective is to raise awareness of the programs and services available to Active Duty Sailors, Marines, and their families and to raise funds to support the programs and services offered by NMCRS. 3. The ADFD is an all hands effort and depends on leaders at every level of command to stay engaged and committed to a successful campaign. 4. Reference (a) provides guidelines to the Chief of Naval Operations and Commandant of the Marine Corps on establishing respective Service financial goals in support of the NMCRS ADFD. Consistent with rules for the use of appropriated funds, commanders may authorize the use of appropriated funds for traditional kickoff events, recognition ceremonies, and other non- solicitation events to support the ADFD. 5.
