The Secretary of the Navy (SECNAV) Energy Excellence Awards Program is designed to promote excellence in the areas of energy security, energy resilience, innovation, combat effectiveness, and program management. Pursuant to reference (a), the SECNAV annually recognizes the accomplishments of Navy and Marine Corps operational units, installations, and activities. 2. Up to 18 energy awards will be given in Fiscal Year (FY) 2024 for accomplishments and overall outstanding energy performance in FY 2023. 3. One Navy and one Marine Corps command will be selected for an award in each category, if applicable. Award categories are listed as follows: a. Installation (Large). This category is for Department of the Navy (DON) installations with energy consumption greater than or equal to 500,000 million British Thermal Units (BTU) during the FY. This award category is coordinated by Commander, Navy Installations Command (CNIC) and Marine Corps Installations Command (MCICOM). b. Installation (Small). This category is for DON installations with energy consumption less than 500,000 million BTU during the FY. This award category is coordinated by CNIC and MCICOM. c. Afloat (Large). This category is for commissioned afloat combatant and amphibious naval units with crews greater than or equal to 400 personnel. This award category is coordinated by U.S. Fleet Forces Command (USFFC) and The Deputy Commandant, Installations and Logistics (DC I&L) on behalf of the Commandant of the Marine Corps (CMC). d. Afloat (Small). This category is for commissioned afloat combatant and amphibious naval units with crews less than 400 personnel. This award category is coordinated by USFFC and DC I&L on behalf of CMC. e. Afloat (Logistics). This category is for auxiliary ships including all civil manned ships from the combat logistics force under Military Sealift Command. This award category is coordinated by USFFC and DC I&L on behalf of CMC. f. Aviation (Large). This category is for DON air group sized units operating under aircraft controlling custodians. This award category is coordinated by USFFC and DC I&L on behalf of CMC. g. Aviation (Small). This category is for DON squadron and detachment sized units operating under aircraft controlling custodians. This award category is coordinated by USFFC and DC I&L on behalf of CMC. h. Expeditionary. This category includes all DON deployed expeditionary units. This award category is coordinated by USFFC and DC I&L on behalf of CMC. i. Technology Development and Acquisition. This category is for DON activities that have demonstrated exceptional leadership and/or innovation in developing energy technologies or contract management. Energy technologies must have a functioning prototype that significantly impacts the lethality or operational range of a platform or weapon system and be capable of being tested in a field operating environment. Contract management practices must have the potential to significantly improve energy resilience on a Service- wide level. Units of action in this category shall submit self-nomination packages directly to Mr. James Caley at james.c.caley.civ@us.navy.mil. 4. Category coordinating entities are responsible for selecting one award nomination for all units in each category under their cognizance in both Navy and Marine Corps. In the event category coordinating entities do not select a nomination for a given category, Secretariat offices may select a nomination and/ or commands may self-nominate. Category coordinating entities shall promulgate specific selection criteria, package formats, and submission guidance to all units of action that meet the category descriptions above. 5. A separate task has been routed via ETMS2 for nomination of FY 2024 SECNAV Energy Excellence Award winners. Category coordinating entities shall add specific self-nomination and package formatting requirements and procedures prior to forwarding to units of action. All final nominations shall be submitted by CNIC, MCICOM, USFFC, and DC I&L on behalf of CMC to the Office of the Assistant Secretary of the Navy (Energy, Installations and Environment) (OASN (EI&E)) via the ETMS2 task response no later than 1 July 2024. 6. These awards align to the DON Climate Action 2030 strategy and help facilitate a culture that reduces energy consumption and greenhouse gas emissions.
