TO ENSURE OPERATIONAL EFFECTIVENESS TODAY AND INTO THE FUTURE, THE NAVY MUST RETAIN OUR HIGHEST QUALITY AND BEST QUALIFIED OFFICERS. THIS SPECIAL PAY FOR RETENTION PROGRAM TARGETS CERTAIN SELECTED RESERVE OFFICER PAY GRADES IN SPECIFIC HEALTHCARE PROFESSIONAL (HCP) SUBSPECIALTIES (SSPS). 3. PROGRAM GUIDANCE. A. OFFICER ELIGIBILITY CRITERIA AS AUTHORIZED IN REF (B), AND IAW REF (C), CHAPTER 56 OF REF (D), AND ARTICLES 1100-010 AND 1100-040 OF REF (E), HCP SSPS, DESIGNATED AS CRITICALLY SHORT IN REF (F), ARE ELIGIBLE FOR SPECIAL PAY FOR RETENTION WHEN MEETING THE FOLLOWING CRITERIA: (1) MUST BE WORLDWIDE DEPLOYABLE, AND CURRENTLY SERVING IN THE SELECTED RESERVE. MEMBERS CURRENTLY SERVING IN THE INDIVIDUAL READY RESERVE (IRR), INCLUDING A VOLUNTARY TRAINING UNIT (VTU) ARE INELIGIBLE. (2) MUST HAVE SERVED SATISFACTORILY IN THE SELECTED RESERVE FOR A MINIMUM OF THREE CONSECUTIVE YEARS IMMEDIATELY PRIOR TO SUBMITTING A SPECIAL PAY FOR RETENTION APPLICATION. (3) MUST NOT HAVE RECEIVED SPECIAL PAY FOR RETENTION PREVIOUSLY. (4) MUST NOT BE CURRENTLY UNDER A CONTRACTUAL OBLIGATION FOR RECEIPT OF ANY OTHER INCENTIVE PAY SUCH AS: AFFILIATION BONUS, ACCESSION BONUS, FINANCIAL ASSISTANCE, OR ANY OTHER CONTRACTUAL AGREEMENT TO SERVE IN THE SELECTED RESERVE PER CHAPTER 56 OF REF (D). (5) WILL NOT REACH MANDATORY REMOVAL DATE OR RETIREMENT ELIGIBILITY DATE DURING ANY SERVICE OBLIGATION PERIOD INCURRED FOR RECEIPT OF THIS SPECIAL PAY. (6) SHALL AGREE TO SERVE IN THE NAVY SELECTED RESERVE FOR THREE YEARS. (7) MUST BE A GRADUATE OF AN ACCREDITED SCHOOL, FULLY QUALIFIED IN THE SPECIFIC ELIGIBLE DESIGNATOR, SSP, AND PAY GRADE AS PRESCRIBED IN PARA 3.B BELOW. (8) MUST POSSESS AND MAINTAIN CURRENT, VALID, AND UNRESTRICTED HCP LICENSE(S)/CERTIFICATION(S) FOR THE DURATION OF THE OBLIGATED SERVICE REQUIRED OF THIS SPECIAL PAY PERIOD, AND SUCH ADDITIONAL CREDENTIALS AND PRIVILEGES AS REQUIRED TO PRACTICE IN THE CRITICAL SPECIALTY FOR WHICH THIS SPECIAL PAY IS AUTHORIZED. (9) IF ELIGIBLE, OFFICERS WILL BE REQUIRED TO READ AND SIGN A NAVPERS 1070/613 VIA NAVY STANDARD INTEGRATED PERSONNEL SYSTEM (NSIPS) TO DOCUMENT THE REQUIRED THREE-YEAR SELECTED RESERVE SERVICE OBLIGATION REQUIREMENT. THE FOLLOWING VERBIAGE FOR THE 1070/613 SHALL BE USED: "TO GAIN ELIGIBILITY FOR SPECIAL PAY FOR RETENTION, I HEREBY AGREE TO SERVE SATISFACTORILY IN A SELECTED RESERVE STATUS IN THE NAVY RESERVE AND MAINTAIN PROPER CREDENTIALING IN THE CRITICAL SKILL FOR WHICH I HAVE APPLIED, FOR A PERIOD OF THREE YEARS FROM THE DATE OF MY SIGNATURE. EFFECTIVE DATE OF TERMINATION SHALL BE THE DATE THE MEMBER IS DECLARED AN UNSATISFACTORY PARTICIPANT. (5) VOLUNTARY TRANSFER FROM THE SELECTED RESERVE: MEMBERS WHO VOLUNTARILY TRANSFER TO THE IRR INCLUDING VTU, OR ARE INDEFINITELY RECALLED TO ACTIVE-DUTY PRIOR TO THE COMPLETION OF ANY YEAR IN WHICH PAYMENT WAS MADE WILL BE DEEMED INELIGIBLE FOR SPECIAL PAY EFFECTIVE ON THE DATE OF TRANSFER FROM THE SELECTED RESERVE. (6) INVOLUNTARY TRANSFER FROM DRILLING STATUS: FOR MEMBERS WHO ARE REQUIRED TO TERMINATE DRILLING STATUS DUE TO NO FAULT OF THEIR OWN (I.E., OFFICER SELECTIVE EARLY RETIREMENT BOARD, BILLET TENURE, A DIRECTED REDUCTION IN FORCE, APPLY BOARD), SPECIAL PAY ENTITLEMENT WILL BE TERMINATED EFFECTIVE ON THE DATE OF TRANSFER AND THE MEMBER WILL NOT BE ENTITLED TO ANY UNPAID ANNIVERSARY PAYMENTS.
