This NAVADMIN announces the FY-16 Medical Service Corps (MSC) Duty Under Instruction (DUINS) Selection Board scheduled to be convened by Commander, Navy Personnel Command (NAVPERSCOM) on 16 September 2015. 2. Background. Full-time DUINS for MSC officers provide the necessary preparation to meet critical education and training needs, thereby enabling the MSC to fulfill its mission and benefit the Navy and the individual by: ensuring higher levels of professional knowledge, providing incentives for recruitment and retention of personnel with ability, dedication and capacity for growth, and recognizing educational aspiration of individuals through advanced degrees and certification programs. MSC officers who participate in full-time DUINS receive full pay and allowances of their grade. The Navy Medical Department pays tuition. 3.
