Reference (a) established new standards and procedures to certify honorable service for active duty members and members of the selected reserve of the ready reserve for citizenship naturalization. Accordingly, the authority in reference (b) authorizing personnel support detachments and personnel offices to certify honorable service on United States Citizenship and Immigration Services (USCIS) Form N-426 is rescinded. 2. In line with reference (c), effective immediately, the authority to certify honorable military service on USCIS Form N-426 is delegated to the first O-6 or higher in the permanent or temporary duty chain of command. 3. Additionally, references (a) and (c) mandate new requirements for minimum time in service for certification of honorable service. Specifically: a. For those active and reserve members whose date of enlistment or accession is prior to 13 October 2017, the minimum length of service is 45 days inclusive of basic military training. b. For those members in the active component whose date of enlistment or accession is on or after 13 October 2017, the minimum length of service is 180 days inclusive of the successful completion of basic military training. c. For those members in the selected reserve of the ready reserve whose date of enlistment or accession is on or after 13 October 2017, the minimum length of service is one year of satisfactory service towards non-regular retirement, inclusive of the successful completion of basic training by the member. d. For those members who have served in an active duty status in a hazardous duty area, consult reference (a) directly. 4. Commands shall ensure members who are not U.S. citizens are aware of the new requirements to obtain honorable service certification on USCIS Form N- 426.
