This NAVADMIN announces the implementation of warrant officer-1 (WO1) pay grade (W-1) for cyber warrant officers, and solicits applications for the FY-19 and FY-20 WO1 Cyber Warrant Selection Boards, updates Cyber Warrant Officer career progression and provides eligibility requirements for WO1 and chief warrant officer-2 (CWO2). Where conflicts with reference (a) exist, this NAVADMIN takes precedence. This NAVADMIN cancels references (b) and (c), and provides updates to cyber warrant officer program eligibility criteria and career paths. 2. The cyber warrant officer program was established in 2010 to meet the increasing demand for officers with specific proven cyber focused skills and abilities. Paygrade W-1 and associated career progression opportunity is now approved for Sailors who have this critical skill and meet the accession eligibility criteria below. 3. To be eligible, all applicants applying for appointment as a cyber WO1 or CWO2 must be in the Cryptologic Technician Networks (CTN) rating and possess at least one of the following Interactive On-Net (ION) Operator Naval enlisted classifications (NEC): H13A, H14A, H15A, or H16A (previously 9308, 9326, 9327, or 9328 respectively) as well as meet the additional criteria below: a. Cyber WO1 eligibility: CTN E-5 and above with time in service (TIS) between 6 and 12 years. b. Cyber CWO2 eligibility: As announced in the annual Limited Duty Officer (LDO)/Chief Warrant Officer (CWO) in-service procurement board (ISPB) NAVADMIN in line with reference (a) and associated eligibility criteria. 4. Cyber Warrant Officer Career Progression a. WO1. Officers appointed as cyber WO1 shall incur a 6-year service obligation from date of appointment, shall serve a minimum time in grade of 3 years. WO1 must complete a minimum of 12 years of TIS prior to promotion and commissioning to CWO2. b. CWO2. Officers appointed as cyber CWO2 shall continue career progression in line with reference (d). Subsequent progression to cyber chief warrant officer-3 (CWO3) through chief warrant officer-5 (CWO5) will continue to be governed by reference (d). 5. Cyber WO1 application and selection process: a. FY-19 and FY-20 WO1 selections will be made via a special administrative board chaired by Bureau of Naval Personnel, Officer Community Management Branch (BUPERS-3) with a convening date no earlier than 30 days from release of this NAVADMIN, but not later than 1 September 2018 with three selects to be appointed to WO1 in FY19 and three selects to be appointed to WO1 in FY20. b. WO1 applicants who meet criteria prescribed in paragraph 3 of this NAVADMIN and are seeking consideration for selection and appointment to WO1 in FY-19 and FY-20 must submit applications to the point of contact identified in subparagraph 6c below no later than 30 days following release of this NAVADMIN using the following criteria: (1) Application and Interview Appraisal forms are available for download at http://www.public.navy.mil/bupers- npc/boards/administrative/ldo_cwo/Pages/default.aspx. Only the current version of the Interview Appraisal Sheet (NAVCRUIT 1131/5 Rev 02-2017) will be accepted. (2) Three interview appraisals conducted by Information Warfare Community (IWC) officers must be included, and applicants are highly encouraged to attain appraisals from IWC officers serving in the pay grades of O-4 and above, or as cyber CWO3 and above. The potential block on interview appraisals must be marked for WO1 candidates. (3) Commanding officer (CO) or officer in charge (OIC) endorsement must contain the following statement: *Applicant meets requirements of this NAVADMIN, the physical fitness standards of OPNAVINT 6110.1J, has __ years __ months of active documented experience while holding the following ION NEC(s): (9308/H13A, 9326/H14A, 9327/H15A, or 9328/H16A)* as appropriate. 5.
