RMKS/1.  Effective 1 January 2019, reference (a) takes effect and directs 
numerous changes to reference (b).  Court martial convening authorities and 
officers authorized to administer Non-Judicial Punishment shall ensure they 
understand the changes to reference (b) prior to 1 January 2019.  Judge 
advocates have received training on the changes to reference (b) and have 
training materials available.

2.  The following judge advocates are available to provide training and 
support materials:
    a.  the unit assigned or servicing staff judge advocate or region staff 
judge advocate,
    b.  Immediate Superior in Command staff judge advocate and
    c.  respective Region Legal Service Offices (RLSO).
