RMKS/1.  Per reference (a), the Navy annually recognizes commands engaged in 
exemplary voluntary community service activities that promote academics, life 
skills and civic education for youth.

2.  For the 2018 Personal Excellence Partnership Flagship awards competition, 
nominations were received in the small, medium, and large shore categories; 
medium and large sea categories; and small and large overseas categories.

3.  It is with great pleasure that I announce the winners of the 2018 
Personal Excellence Partnership Flagship Awards competition.
    a.  Small shore winner:  Naval Support Activity, Lakehurst
    b.  Medium shore winner:  Pacific Missile Range Facility, Barking Sands
    c.  Large shore winner:  Naval Submarine Base, Kings Bay
    d.  Medium sea winner:  Helicopter Sea Combat Squadron TWO THREE
    e.  Large sea winner:  Naval Mobile Construction Battalion THREE
    f.  Small overseas winner:  Naval Airborne Weapons Maintenance Unit ONE
    g.  Large overseas winner:  Naval Hospital, Guam

4.  Due to the number of highly qualified nominees, I decided there were a 
few commands worthy of Honorable Mention.  Congratulations to the following 
commands that earned this distinction:
    a.  Small shore honorable mention:  Center for Naval Aviation Technical 
Training Unit, Whidbey Island
    b.  Medium shore honorable mention:  Cryptologic Warfare Activity SIXTY 
SIX
    c.  Large shore honorable mention:  Puget Sound Naval Shipyard and 
Intermediate Maintenance Facility
    d.  Large sea honorable mention:  USS FRANK CABLE (AS 40)
