This NAVADMIN solicits applications and provides guidance for the FY-21 Olmsted Scholar Program. 2. The Olmsted Scholar Program provides outstanding junior military leaders an exceptional opportunity to achieve fluency in a foreign language, pursue graduate study at an overseas university and acquire an in-depth understanding of foreign cultures, thereby further equipping them to serve in positions of greater responsibility as senior leaders in the United States Armed Forces. Applicants should be available to commence language training in summer/fall 2020, begin 2 years of study at a foreign university in 2021 and complete their studies in 2023. A Navy selection board will convene in November 2019 to select up to 12 nominees from which the Olmsted Foundation Board of Directors will consider and select Navy scholars to receive this prestigious scholarship in March 2020. All eligible and interested officers are urged to consider this important program. 3. Active-duty list regular officers with the designators 1110, 1120, 1130, 1140, 1810, 1820, 1830 and 3100 with at least 3 years of commissioned service, but not more than 11 years of total active federal military service as of 1 April 2020 are eligible to apply. Active-duty list regular officers with the designators 1310 and 1320 with at least 3 years of commissioned service, but not more than 13 years and 6 months of total active federal military service as of 1 April 2020 are eligible to apply. 4. Applications should be prepared pursuant to enclosure (3) of reference (a). Complete application packages, with command endorsement and detailer statement, must be received no later than 23 August 2019. Required Defense Language Aptitude Battery/Graduate Record Examination scores and official college transcripts may be submitted by separate correspondence, which must be received no later than 6 September 2019.
