This NAVADMIN solicits applications for the AY2021-2022 Politico-Military Master's (PMM), Secretary of Defense Strategic Thinkers Program (SDSTP), and Arthur S. Moreau (ASM) degree programs, with classes commencing Fall term 2021. Applications are due NLT September 11, 2020 to Navy Personnel Command. The PMM program provides junior officers a graduate education in strategy and politico-military affairs at leading civilian universities. The PMM program is a key component of the Navy Strategic Enterprise, educating naval strategists who will to be utilized in subsequent strategy and policy-related billets. The SDSTP program is a one-year master's program at the Johns Hopkins University School of Advanced International Studies (JHU SAIS) campus in Washington, D.C. where students will develop advanced analytical and strategic thinking skills. The ASM program is for candidates seeking to complete a PhD or to achieve an 'All But Dissertation' status in a politico-military related field. All three programs (PMM, SDSTP, and ASM) satisfy the in-residence graduate education requirement for flag eligibility. Active duty O3-O5 Unrestricted Line (URL) and Restricted Line (RL) (1710, 1810, 1820, 1830) designated officers are eligible. This includes O2's selected for O3 and who will be promoted prior to the start of the academic year (July-August 2021). Preference will be given to junior officers (O3-O4). Full Time Support (FTS) officers are not eligible. Officers who have already participated in a Department of Defense- funded graduate education program are not eligible. Those officers who earned a degree through the Tuition Assistance Program or Service war college retain their eligibility for PMM. b. SDSTP Eligibility. Active duty O4-O6 URL and IWC officers are eligible. FTS officers are not eligible. Completion of JPME I and graduation in the top 20 percent of their JPME class is required. A minimum of ten years service is required. Officers who have already participated in a Department of Defense-funded graduate education programs are not eligible. Those officers who earned a degree through the Tuition Assistance Program or Service war college retain their eligibility for SDSTP. c. ASM Eligibility. Active duty O4-O5, URL-only are eligible. ASM candidates must already possess a master's degree from either the Naval Postgraduate School or a civilian university in a politico-military related field such as national security studies, naval strategy, strategic intelligence, international relations, foreign affairs, regional pol-mil studies, special operations and low intensity conflict, or homeland security and defense. d. Program specifics. Per references (a), (b), and (c), eight (8) officers will be selected for the one-year PMM program; two (2) officers (of four selectees nominated to the Office of the Secretary of Defense) will be selected for the SDSTP program; and one (1) officer may be selected for ASM program. Selected officers in the PMM, SDSTP, and ASM programs will carry a full academic load during the academic year. For the PMM and ASM programs, the approved AY21-22 institutions and associated degree programs are listed below. Other universities that meet the Naval Strategy subspecialty (2300P) Educational Skills Requirements (ESRs) for PMM and ASM will be considered on a case-by-case basis by OPNAV N7. ASM graduates will earn either the 2300P or the 2300D Naval Strategy subspecialty code and the 24B AQD. The Education Plan (EP) for URL PMM and ASM officers must be in full compliance with the 2300P ESRs. Restricted Line PMM graduates will earn the 2000P National Security Studies subspecialty code and the 24A AQD. The EP for RL officers must be in compliance with the National Security Studies subspecialty 2000P ESRs. PMM and ASM graduates incur a service obligation equal to three times (3x) the number of months in the education program, up to 36 months total. URL PMM and ASM graduates will serve at least one tour in a validated strategy subspecialty billet in either politico-military affairs or strategy and policy, subject to career timing and on a not-to- interfere basis with their command or milestone tours. SDSTP graduates will incur a service obligation of a minimum of 24 months following completion of the SDSTP program. Upon graduation, SDSTP students will be considered for follow-on assignments that utilize their special knowledge and skills gained through the completion of the program. 2. Application Procedures and Timeline. a. Candidates for the PMM and ASM programs must apply to both the Navy and to the university. Acceptance into the PMM or ASM program by the Navy does not equal acceptance by the school. Applications to the Navy require a personal statement to the board, a curriculum vitae, biography, and endorsements from both the commanding officer and the detailer. Submission of official undergraduate/graduate transcripts (as appropriate) and GRE/GMAT scores to the Navy selection board is highly encouraged, but not required. A sample PMM/ASM application package is found at reference (a), enclosure (1). b. Applications to the school vary according to each school's specific requirements. When completing the university application, prospective students should state that they are a Navy-funded PMM or ASM post-master's candidate. Candidates must verify that they meet each university's work experience requirements and are advised to apply to at least three schools. c. Officers may apply for SDSTP only, but those applying for PMM who meet eligibility criteria in reference (c) are encouraged to also apply for SDSTP. If selected for PMM, these officers will be contacted and offered the opportunity to complete the separate SDSTP application process through OSD. Should the PMM-selected officer subsequently not be selected for SDSTP, the officer will retain a guaranteed seat in the PMM program. d. All supplemental information to the board, to include GRE scores and letters of recommendation, must be received NLT 29 October 2020.
