This NAVADMIN establishes the Chief of Chaplains as program sponsors for the professional development of Chaplain Corps (CHC) officers and Religious Program Specialists (RP) in line with reference (a). The Chief of Chaplains conducts annual short-course training for CHC officers and RPs to sharpen essential techniques and practices to enhance military ministry. This training provides continuing education units, and all chaplains and RPs are highly encouraged to attend a convenient course in coordination with their command and /or operational schedule. The FY-21 Professional Development Training will consist of a total of four days and is open to all chaplains and RPs. 2. The Professional Development Training Workshop (PDTW), conducted the first day, focuses on Professional Naval Chaplaincy. 3. The Professional Development Training Course (PDTC), conducted the following three days, will address Advisement and the Commander's Decision Cycle. The PDTC will enable chaplains and RPs to deliver relevant advice and effective religious support as required by reference (a). 4. PDTC objectives are to: a. Define the Commander's Decision Cycle and the iterative process involved. b. Describe the four components of the Commander's Decision Cycle. c. Identify the relationship between the advisor's character and the commander's confidence in his/her advisor. d. Develop a command advisement toolkit. e. Identify two (2) methods of data collection in general as well as in the Chaplain Corps. f. Identify the policy and doctrinal foundations of command advisement. g. Identify the two authorities under which chaplains operate (Religious Organization and staff officer). 5. Virtual Training. Current assessments indicate that all training sites will shift to virtual delivery. However, the final decision for virtual training versus face-to-face training will be made at the latest 2 weeks prior to the training event. Virtual training will be activated for all training sites that are assessed as RED from the My Navy Portal two tier travel tracker (COVID 19 Unrestricted Travel Tracker https://www.mnp.navy.mil/group/don-covid-19-travel-tracker), or if they require a 14-day ROM period, or have a 70-person group gathering cap. If virtual delivery is activated, the PDTW/PDTC will be delivered through the Naval Chaplaincy School and Center Adobe Connect virtual delivery platform. Participants are still required to register for the PDTW and PDTC via eNTRS. For sites where virtual training is activated, a memo detailing login instructions, participant expectations, and other helpful information will be emailed to all registered participants no later than two weeks prior to the course convene. 7. Travel. Subject to local approval, commands are authorized to provide funding in support of religious ministries within the command to include funding chaplains and RPs to attend annual PDTW/PDTC according to references (e) through (g). Participants are encouraged to attend training in their local areas. 8. Registration. Chaplains and RPs are highly encouraged to attend all four days of training and must register for both the PDTW (CIN: A-5G-0005) (CDP: 19MG) and PDTC (CIN: P-5G-1303) (CDP: 19MF) through the enterprise Naval Training Reservation System (eNTRS) via self-registration or the Service Member's command training officer. Training dates and locations can be accessed via the Catalogue of Navy training Courses (CANTRAC). COVID-19. Due to the potential threat to training from COVID-19 all prospective students are required to provide current email contact information when registering for training seats in eNTRS. Email will be the communication method for shifting training from face to face delivery to virtual delivery, potentially on short notice if a second wave of infection occurs. 10. Course Material/Site Sheets. Read-ahead material is required for the PDTW and the PDTC and is posted on the Naval Chaplaincy School and Center milBook site.
