REF B IS OPNAVINST F3300.53D NAVY ANTITERRORISM PROGRAM// RMKS/1. This NAVADMIN provides the cancellation of reference (a) and promulgates the release of reference (b). The policy, guidance, and procedures detailed in reference (b) are effective immediately with the following exception: a. Naval Component Commands (NCC) will not be required to conduct Higher Headquarter Operational Assessments (HHOA) until FY25, in order to provide the NCCs the opportunity to request additional manpower through the POM 24 budget planning process. NCCs that are unable to meet the HHOA requirement by 1 October 2024 are required to utilize the deviation program procedures outlined in Chapter 2 of reference (b). OPNAV N3/N5 will be the approving authority for these deviations. 2.
