Per reference (a), all officers in command (afloat and ashore, including all task forces, groups, and units) shall submit an annual Command Operations Report (COR) for their unit. Each command with a Unit Identification Code (UIC or RUIC) is required to submit their own report with one exception: if the command has fewer than 100 personnel, its ISIC can submit on its behalf. Commands with 100 or more personnel (to include military, civilian and contractors) shall submit their own report. 2. CORs for echelons 4-6 are due 1 March 2022; echelon 3 commands are due 15 March 2022; and echelon 2 commands are due 1 April 2022. ISICs are expected to ensure their subordinate commands submit their CORs. 3. CY2020 CORs not submitted to date shall be submitted regardless of their delinquent status. 4. CY2021 CORs shall include information pertaining to activities in response to COVID-19. This information, including but not limited to, reports, briefs, messages, white papers, emails, and images, shall be included in the COR package as supporting reports. Narrative sections shall include information recounting COVID-19 preparedness, challenges, impacts on operations, and command response. Chronology sections shall include dates corresponding to preparedness measures, incidents, and responses. The classification level this information should not be the determining factor of its inclusion. 5. CORs should be submitted electronically to the Naval History and Heritage Command (NHHC). Reference (a) and a template with guidance are available on the NHHC's COR website. (See https://www.history.navy.mil/about- us/instructions-and-forms/submit-a-command-operations-report.html). Questions about cors should be directed to NHHC_HAD_COR(AT)US.navy.mil. 6. The COR must be classified at the level necessary to completely describe the respective commands operations and actions over the last year. CORs classified no higher than the Secret level should be sent to NHHC_COR(AT)navy.smil.mil. Reports classified higher than Secret are also accepted and welcomed.
