This NAVADMIN provides guidance for eligibility and communication to the boards for the Fiscal Year (FY) 2024 Reserve Enlisted Advancement Selection Boards for command master chief (CMDCM), master chief petty officer (E-9) and senior chief petty officer (E-8) (Cycle 257). The boards will consider Training and Administration of the Reserves (TAR) and Selected Reserve (SELRES) Sailors. Mobilized Individual Ready Reserve (IRR) personnel are considered under the SELRES requirements for advancement. 2. Examination status verification reports (ESVR) will be available on the Navy Enlisted Advancement System (NEAS) website via MyNavy Portal (MNP) no later than 12 December 2022 at https://www.mnp.navy.mil/group/advancement-and- promotion/command-information. Select Command Advancement Tools, then Advancement Profile Sheet-ESO. 3. CMDCS Candidates for CMDCM Timeline: a. 12 December 2022. CMDCS rating change deadline. b. 16 January 2023. Letter to the Board (LTB) deadline. c. 30 January 2023. Board convenes. d. 3 February 2023. Board adjourns 4. E-8 and E-9 (In rate) Timeline: a. 23 January 2023. Change of rating deadline. b. 20 February 2023. LTB deadline. c. 6 March 2023. Board convenes. d. 17 March 2023. Board adjourns. 5. Eligibility Criteria. Candidates must meet and maintain the eligibility requirements outlined in chapters 2 and 11 of reference (a) and this NAVADMIN prior to the board convening date through the adjournment of the board. The authoritative sources required to reflect candidate eligibility are the Enlisted Master File for TAR and the Navy Standard Integrated Personnel System for SELRES. Refer to paragraph 616 of reference (a) for candidate validation procedures. Eligibility requirements include: a. The name of the candidate appears on the selection board eligibility list in the correct competitive group on their profile sheet. Candidates should register for e-mail notification for profile sheet updates via MNP at https://www.mnp.navy.mil/group/advancement-and-promotion/my- advancement. Select My Profiles, then Advancement Profile Sheet Information- Individual. Information may change on a weekly basis and both commands and Sailors should continue to verify. b. Terminal eligibility date: 1 October 2023. c. Time-In-Rate date (1) for E-8: On or before 1 September 2020. (2) for E-9: On or before 1 July 2020. d. High year tenure (HYT) date or approved HYT waivers: 1 July 2023 or later. Sailors at HYT for the next higher paygrade (same date) will not be considered by the board, regardless of waiver. e. Sailors with an approved or disapproved Fleet Reserve or retirement request prior to the board convene date will need to closely monitor eligibility. Commands may request revalidation based on request adjudication by sending an e-mail with the reason for revalidation to PERS-802. f. Security clearance requirements (if required). Refer to chapter 2 of reference (a). g. Rate specific and competitive group eligibility requirements. Candidates must meet special requirements for certain ratings, as outlined in paragraph 203 of reference (a). h. Refer to reference (b) for non-nuclear submarine Sailors designations for advancement eligibility. i. Senior Enlisted Academy (SEA) completion requirement is held in abeyance. Reference (c) will be revised with guidance for SEA requirements in future selection boards. 6. Competitive Groups. The below listed ratings are separated into competitive groups as applicable to the component of the candidate: a. ITS (SELRES): Electronic Warfare - Group 1, Communications - Group 2. b. NC (TAR): Career Recruiter - Group 1, Fleet - Group 2. 7. For record review and communication with selection board, refer to reference (d).
