This NAVADMIN announces guidance regarding administration of the Fall 2023 (cycle 113) Navy-wide Advancement Examination (NWAE) for Selected Reserve (SELRES) and Prior Service Reenlistment Eligibility Reserve (PRISE-R) Sailors. Cycle 113 includes those SELRES candidates serving on voluntary recall, mobilization, or as canvasser recruiters. 2. SELRES E-4 candidates will continue to compete for advancement via the alternate final multiple score (A-FMS). E-4 advancement candidates will not participate in the NWAE, but will be given the opportunity to compete for advancement via continued use of an A-FMS rank-order method, without the inclusion of an examination score from a proctored examination. 3. Cycle 113 will be the first cycle in which the E-4 NWAE will not be administered specifically for normal PRISE-R E-3 to E-4 advancement or to make a rate permanent for E-4 to E-4 PRISE-R Sailors. Policy changes will be promulgated in a PRISE-R specific NAVADMIN. Additionally, reference (a) will be updated to reflect the policy changes. 4. In line with references (b) and (c), the enlisted advancement worksheet (EAW) is the authoritative source of all data used to determine cycle 113 eligibility. Commands are to accurately validate, complete, and finalize all EAWs in the navy standard integrated personnel system (NSIPS). EAW discrepancies may be addressed via the post-examination administration comment (PAC) process after worksheets are locked for the cycle. 5. Timeline: a. 30 June 2023. Professional Military Knowledge – Eligibility Examination (PMK-EE) completion deadline. In line with reference (d), PMK-EE remains mandatory once per paygrade for all Sailors to be eligible for NWAE cycle participation. Refer to references (e) and (f) regarding special exceptions for new accessions. b. 1-31 August 2023. Examination administration. c. 31 August 2023. EAW completion due date for E-4 to E-6 candidates. 6. Cycle 113 specific eligibility requirements: a. Terminal Eligibility Date for E-4 to E-6 is 1 January 24. b. Minimum Time-in Rate (TIR): (1) E-6 - 1 January 2021 (2) E-5 - 1 January 2023 (3) E-4 - 1 July 2023 c. E-6 candidate TIR requirements for early promote (EP) can be waived by one year with commanding officer (CO)/officer-in-charge (OIC) approval. EAW must be created manually for all who receive a waiver. EP candidates are still bound by the same PMK-EE deadline as regular TIR candidates. d. High-year tenure (HYT). In line with reference (g), all SELRES are automatically approved to continue service through 30 September 2024 and all Fleet Reserve or retirement requests prior to this date are considered voluntary. In EAW, the "HYT Exceeded" entry may reflect "Yes" - when applicable, select "Yes" for "HYT Waived". e. Security/Interim security clearance (if required): Refer to chapter 2 of reference (b). All NWAE candidates must have applicable adjudication (Top Secret or Secret) or CO or OIC interim clearance dated prior to 1 August 2023. If clearance is revoked, an examination is not authorized until the discrepancy is corrected. f. Performance mark average (PMA). Compute PMA for all E-4 and E-5 candidates and reporting senior's cumulative average (RSCA) PMA for E-6 candidates in line with references (b) and (h). Use all evaluations in current paygrade with an ending date that falls within following periods: (1) E-4 - 1 January 2023 to 31 July 2023 (2) E-5 - 1 June 2022 to 31 July 2023 (3) E-6 - 1 August 2020 to 31 July 2023 7. Examination Ordering: a. In line with reference (a), ordering dates and TIR listings for all examination are on the Navy Enlisted Advancement System (NEAS) website: https://neas.ncdc.navy.mil/. Select "Examinations" and "Ordering Date Chart". b. Sensitive Compartmented Information (SCI) examinationss not included on initial TIR list must be ordered from sfly_cryptologic.products@navy.mil. Order examinations in line with reference (b). c. Examinations ordered for non-SCI examination candidates not on initial TIR list must be ordered in NEAS Web using Department of Defense Identification Number. d. Educational Services Officers (ESOs) should verify placing examinations orders within 7-10 days of ordering at "View Previous Examinations Orders" link via the NEAS website, and should contact Naval Education and Training Professional Development Center (NETPDC N321) as needed for examination order inquiries and issues. e. Reference (b) contains ordering information for Sailors in congressionally designated combat zones and approved contingency operations areas (CDCZ/ACOA) or recalled reservists. Examinations will be ordered by the Active Duty command unit identification code where the Sailor is assigned. 8. Examination administration. Administer examination and return answer sheets in line with chapter 6 of reference (b). An examination tote board on the NEAS website displays current status of receiving answer sheets. a. When an examination is not used during the normally scheduled administrations, do not destroy the examination prior to 1 October 2023 as the examination may be used for administration in support of an authorized "late administration" prior to this date. b. All SELRES late administration requests will be routed through the Navy Reserve Force ESO, carbon copy to immediate superior in command (ISIC) ESO. Force ESO will request authorization from NETPDC N321 for approval and carbon copy all points of contact. 9. Discrepancy Correction: a. A detailed discrepancy list can be found on the NEAS website. Utilize the EAW PAC process for correcting discrepancies and refer to reference (c). b. For guidance on missed examinations due to CDCZ/ACOA, refer to reference (b). 10. Examination/A-FMS results will be available via NEAS profile sheets. 11.
