This NAVADMIN provides guidance for Fiscal Year (FY) 2025 Active Component (AC) Command Master Chief (CMDCM), Master Chief Petty Officer (E-9), and Senior Chief Petty Officer (E-8) advancement (Cycle 261). Additionally, the Senior Enlisted Marketplace (SEM) policy which was initially announced for E-9s in reference (a) is hereby expanded to include eligible AC candidates for E-8. 2. Candidates for E-8 advancement (along with candidates for E-9 advancement) are now subject to all guidelines and procedures described in reference (a). Until a permanent SEM instruction is issued in Summer 2024, reference (a) must be read as applying to both E-7s eligible for E-8 and E-8s eligible for E-9. With the exception of those communities exempted in paragraph 2 of reference (a), all candidates for E-8 and E-9 will participate in SEM screening boards. Exempted communities (which include Command Senior Chief (CMDCS) candidates for CMDCM) will participate in legacy enlisted advancement selection boards. 3. Examination Status Verification Reports will be available on the Navy Enlisted Advancement System website via MyNavy Portal (MNP) no later than 1 January 2024 at https://www.mnp.navy.mil/group/advancement-and- promotion/command-information. Select Command Advancement Tools, then Advancement Profile Sheet-ESO. 4. CMDCS candidates for CMDCM Timeline: a. 12 January 2024. CMDCS rating change deadline. b. 15 January 2024. Letter to the Board (LTB) deadline. c. 30 January 2024. CMDCM selection board convenes. d. 2 February 2024. CMDCM selection board scheduled adjourns. 5. E-8 and E-9 (In rate, both selection and screen) Timeline: a. 24 February 2024. Change of r ating deadline. b. 13 March 2024. LTB deadline. c. 25 March 2024. Selection and Screen boards convene. d. 19 April 2024. Selection and screen boards adjourn. 6. Eligibility Criteria. Candidates must meet and maintain the eligibility requirements outlined in chapters 2 and 11 of reference(b) and below, through adjournment of the board: a. The name of the candidate appears on the board eligibility list in the correct competitive group on their profile sheet. Candidates should register for e-mail notification for profile sheet updates via MNP at https://www.mnp.navy.mil/group/advancement-and-promotion/my- advancement. Select My Profiles, then Advancement Profile Sheet Information- Individual. Information may change on a weekly basis and both commands and Sailors should continue to verify. b. Terminal eligibility date: 1 October 2024. c. Time-In-Rate dates: (1) For E-8: On or before 1 September 2021. (2) For E-9: On or before 1 July 2021. d. High year tenure (HYT) date or approved HYT waivers: 1 July 2024 or later. In line with reference (c), Sailors who otherwise would have reached HYT on or after 1 July 2024, and opt to transfer to the Fleet Reserve will be deemed a voluntary separation and will not be considered by the selection/screening board. e. Sailors with an approved or disapproved Fleet Reserve or retirement request prior to the board convene date will need to closely monitor eligibility. Commands may request revalidation based on request adjudication by sending an e-mail with the reason for revalidation to the Selection Board Eligibility Branch (PERS-802). f. Security clearance requirements (if required). Refer to chapter 2 of reference (b). g. Rate specific and competitive group eligibility requirements. Candidates must meet special requirements for certain ratings, as outlined in paragraph 203 of reference (b). h. Non-nuclear submarine Sailors designated "SG" or "SP" as of board convening date are not eligible for advancement, in line with reference (d). i. In line with reference (e), the Senior Enlisted Academy (SEA) completion requirement is held in abeyance until FY26. Reference (f) will be revised with guidance for SEA requirements in future boards. 7. Competitive Groups. The below listed ratings are separated into competitive groups as applicable to the component of the candidate: a. CTI: (E-8) Middle East and North Africa (Group 1), East and Far East Asia (Group 2), Latin and South America (Group 3) and Eastern Europe (Group 4). b. EMN, ETN and MMN: Submarine (Group 1), Surface (Group 2). c. ITS: Electronic Warfare (Group 1), Communications (Group 2). d. MU: Premier Band (Group 1), Fleet Band (Group 2). e. NC: Career Recruiter (Group 1), Fleet (Group 2). f. ND (E8): Master Diver (Group 1), First Class Diver (Group 2). 8. For record review and communication with the boards, refer to reference (g).
