This advisory is being provided in regards to the authorization of Special Leave Accrual due to the continuing impact of Coronavirus Disease 2019 (COVID), which has significantly limited the ability of Service members to take leave during the national emergency. 2. Reference A, provides the Department of Navy's response to COVID-19 regarding Service members' ability to take leave and properly manage their leave balances. Effective October 1, 2020 through September 30, 2021, members performing active service (as that term is defined in Title 10 U.S.C. 701(a)) during the effective periods, are authorized to accumulate annual leave in excess of 60 days (not to exceed 120 days) as shown on the end of month September 2021 Leave and Earnings Statement. 3. Qualified members are further authorized to retain such unused leave until the end of fiscal year 2024 (i.e., September 30, 2024). The active service described here in shall be considered qualifying duty for purposes of 10 U.S.C. 701(f)( l )(B)(iii) pursuant to DoDI 1327.06 enclosure 2, paragraph I .h.( 1 ). Commanders will continue to encourage and provide members with opportunities to use their leave in the year it is earned. 4. Beginning October 1, 2021 DFAS will begin running files searches identifying members carrying a leave balance over 60 days and currently do not have a SLA. Central site will process the corrective actions to restore/carry forward leave over 60 days, up to 120 days. 5. No actions are required by field offices at this time.
