PERS 2 is now publishing a "list of effective changes" for Pay/Personnel/Travel SOPs. All SOPs Summary updates are posted at: https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/Forms/AllItems.aspx A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD site pages. 4.General Comments: As part of the update process 2017 NAVADMINs (thru 115/17), PPIBs (thru 17-07), and MPAs (thru 11/17) were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. A. NAVADMIN 065/17: PERSONAL FOR COMMAND PAY AND PERSONNEL ADMINISTRATOR REQUIREMENTS. Significant effort in month of March and early April were in support of the P4 NAVADMIN, which emphasized the updated requirements in MPM 1000-021 COMMAND PAY AND PERSONNEL ADMINISTRATOR (CPPA) PROGRAM and mandatory training to obtain the CPPA Navy Enlisted Classification 95AD. PPIB 17-06 Updated Course PERS2-PAYPERS-CPPA-CPPATRAINING-V1.0 refers. B. NAVADMIN 085/17 SERVICEMEMBERS GROUP LIFE INSURANCE ONLINE ENROLLMENT SYSTEM & DOD INSTRUCTION 1341.14 Servicemembers’ Group Life Insurance (SGLI) On-line Enrollment System (SOES). The updated DoDI was released in January 2017 followed by the NAVADMIN in early April, which announced the launch of the Servicemembers Group Life Insurance (SGLI) Online Enrollment System (SOES). SOES is a web-based system available through My Navy Portal that allows Sailors to validate or change SGLI or Family SGLI (FSGLI) coverage amounts and beneficiaries quickly and easily without using paper forms. SOES is available 24 hours a day and provides detailed guidance to Sailors that enables them to make informed decisions on their life insurance policy elections. Service Members access SOES by navigating to My Navy Portal at https://my.navy.mil and selecting the milConnect tab, and once logged into milConnect, selecting the "SOES" option under the "Benefits" tab. Access requires a Common Access Card, DFAS (myPay) account, or DS LOGON account. As a result, SGLI and FSGLI election, validation and election updates should only be manually processed in extenuating circumstances when the Service Member does not have access to Servicemembers Group Life Insurance (SGLI) Online Enrollment System (SOES). Accordingly, the SGLI and FSGLI SOPs have been updated with control points to direct the Service Member and CPPA to SOES and consequently avoid manual processing of SGLI and FSGLI election and election updates by the servicing PSD, CSD, or FSC. C. NAVADMIN 087/17 NAVY KNOWLEDGE ONLINE SUNSET. With the successful launch of My Navy Portal (MNP), the Navy “sunsetted” Navy Knowledge Online (NKO) on 14 April 2017 and all NKO users have been redirected to MNP at https://my.navy.mil for logon. While the “sunsetting” does not have a direct impact on the SOPs, NKO was so institutionalized that links within the SOPs to supporting resources and webpages may very well contain references to NKO. D. NAVADMIN 114/17: ANNUAL RECERTIFICATION OF SPECIAL DUTY ASSIGNMENT PAY. The NAVADMIN announces the annual Special Duty Assignment Pay (SDAP) recertification process for Fiscal Year (FY) 2017 and clarifies retroactive payments and procedures. Certification commenced upon the release of the NAVADMIN and will continue through 31 August 2017. The SDAP SOP will be updated to reflect NAVADMIN 114/17. E. PPIB 17-05 NEW FILE NAMING CONVENTION IN TRIM OR LOCAL DOCUMENT RETENTION SYSTEM. In an initiative to reduce the use of SSN, all DoD personnel shall reduce or eliminate the use of SSN wherever possible, and, if required, use the Service Member’s DoD ID number instead. This includes the use of the SSN in any form, including, but not limited to, truncated, masked, partially masked, encrypted, or disguised SSN. Effective 01 May 2017, all personnel and pay documents that trigger pay entitlements must comply with the new file naming convention in TRIM or local document retention system. The new file naming structure is: • First Name, then space • Last Name, then space • Full DoD ID Number, then space • Name of Entitlement • Example: JON DOE 1234567890 OHA As a result, all Travel Claim Settlement Processing SOPs have been updated to reflect the new naming convention, to be followed by updates to all Pay SOPs and then Personnel SOPs that trigger a pay entitlement. Special Acknowledgement to Felix Carranza, PSD North Island, for pointing out the impact of PPIB 17-05 on the NPPSC SOPs. F. MPA 11/17 TURKEY CZTE DESIGNATION AS DIRECT SUPPORT AREA. Effective September 19, 2016 Turkey was designated in direct support of the Arabian Peninsula CZTE area. To post HFP/IDP OR CZTE entitlement(s) refer to MPA 11/17 as required. Update to the HF/IDP and CZTE SOP is pending. 5. Other Initiatives Impacting SOPs: Additionally, there were a number of impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, DoD/OPNAV initiatives, the ongoing FIAR Audit, and stakeholder/customer feedback. The impacts are detailed below: A. Separations SOP (Seps, Fleet Reserve/Retirements, RC Demob) Updates (NAVADMIN 260/16 and new DD 2648 eForm). PERS 313 provided “Business Rules” to support the e-sub of the new DD 2648 eForm to the OMPF. DoD CIO has approved and concurred with the use of electronic signature vice digital signature on the new DD 2648 eForm. Additionally, the new eForm was developed to support use of DoD ID Number in lieu of SSN as the Service Member identifier. As a result, the new eForm will be accepted into a Sailor's OMPF as long as the electronic signature includes the Service Member’s "name, DOD ID number, and date signed", as indicated in the DoD CIO approval. However, Navy activities will still be required to write the Service Member's SSN in the upper left corner of the document before they submit (e-Sub) documentation to Navy Personnel Command for filing in the Sailor’s OMPF because the current electronic records management application does not currently have the ability to match the DOD ID number with the Sailor's OMPF. Important Note: If the DD 2648 cannot be completed and digitally signed in the DOD Transition Assistance Program (DODTAP) application, it must be printed and signed manually prior to submission to the PSD for inclusion in the OMPF. B. Final Updated Script on Pre-separation/Transition Counseling (DD 2648 eForm) The final, updated script went into effect Monday, May 8, 2017. The changes are a result of requirements contained in the FY17 National Defense Authorization Act and a requirement from the Department of Defense Office of the General Counsel. There are three major changes to the script. They can be found on page 35, pages 47-49, and page 62. The changes are highlighted in yellow. There are no other additional content changes to the script. Counselors and staff are too emphasis the new information relating to retirees on pages 35 and 62 as well as the new additional information on "Information on Availability of Healthcare and Mental Health Services found on pages 47-49. The updated script has been posted on the DoDTAP website by the Defense Manpower Data Center for counselors. C. NPPSCINST 5213.1 Forms Management was released 10 Feb 2017. (Impacts most Personnel and Travel SOPs and several Pay SOPs) Again, for background, the new instruction cancelled NPPSCINST 1320.1B and NPPSCINST 4650.8A. MILPERSMAN Change 58: There were nine MPM articles updated in March as part of Change 58.
