General Comments: As part of the update process 2017 NAVADMINs (thru 133/17), PPIBs (thru 17-08), and MPAs (thru 13/17) were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. A. MPA 13/17 Mandatory CAC Enablement for MMPA Access The substantive content of the MPA is repeated below for convenience. In addition to PSD staff, please be sure to disseminate to supported command CPPAs and other PASS community with MMPA access. 1. EFFECTIVE IMMEDIATELY, ALL PERSONNEL WHO ACCESS THE ACTIVE DUTY OR RESERVE DUTY MMPA, WHICH ARE RESPECTIVELY LOCATED IN THE MXC AND MMA MECHANICSBURG DOMAINS, MUST REGISTER THEIR USER ACCOUNTS TO BE ACCESSED BY THEIR COMMON ACCESS CARD (CAC) INSTEAD OF THEIR ASSIGNED USER ID AND PASSWORD. PERSONNEL CAN ACCOMPLISH THIS REQUIREMENT BY FOLLOWING THE DJMS CAC ENABLEMENT USER GUIDE THAT IS PROVIDED ON THE RIGHT SIDE OF THE MIAP LOGIN PAGE UNDER THE HEADING "LINK LIBRARY". 2. NEW MMPA USERS WHO ARE LOGGING INTO THE MMPA FOR THE FIRST TIME AND EXISTING MMPA USERS WHO RECEIVE A PASSWORD RESET FROM DFAS-CL MUST CUSTOMIZE THEIR PASSWORD BY ACCESSING THE NON-CAC/PKI SESSIONS (I.E. MECH MODEL 2 V2) PRIOR TO USING THE CAC/PKI TO LOGIN TO THEIR SESSION. 3. FAILURE TO COMPLY WITH THIS ADVISORY WILL RESULT IN THE POTENTIAL SUSPENSION OF ACCESS PRIVILEGES AFTER JULY 01, 2017 B. PPIB 17-05 NEW FILE NAMING CONVENTION IN TRIM OR LOCAL DOCUMENT RETENTION SYSTEM. Thanks to feedback from field activities, it was identified that PPIB 17-05 had incorrectly identified the “new” TRIM file naming convention. NPPSC Personnel Officer issued an OPS Alert on Friday 09 Jun 2017 with the correct TRIM File Naming Convention which is repeated below: The new correct file naming structure is: • Last Name, then space • First Name, then space • Full DoD ID Number, then space • Name of Entitlement • Example: Doe John 1234567890 OHA An updated (corrected) PPIB is forthcoming. Unfortunately, all the SOPs that trigger a pay entitlement (Travel, Pay and most Personnel SOPs) have been updated to reference PPIB 17-05 and the incorrect File Naming Convention. All SOPs that trigger a pay entitlement will be updated when the corrected PPIB is released. C. NAVADMIN 085/17 SERVICEMEMBERS GROUP LIFE INSURANCE ONLINE ENROLLMENT SYSTEM & DOD INSTRUCTION 1341.14 Servicemembers’ Group Life Insurance (SGLI) On-line Enrollment System (SOES). As discussed last month, the SGLI and FSGLI SOPs have been updated with control points to direct the Service Member and CPPA to SOES and consequently avoid manual processing of SGLI and FSGLI election and election updates by the servicing PSD, CSD, or FSC. Additionally, SOPs that reference SGLI and FSGLI verifications/updates (Page 2, Receipts, Transfers, Seps, Fleet Reserve/Retirement, Recall to Active Duty, etc.) have all been updated with control points to direct the Service Member and CPPA to SOES and consequently avoid manual processing of SGLI and FSGLI election and election updates by the servicing PSD, CSD, or FSC. D. NAVADMIN 087/17 NAVY KNOWLEDGE ONLINE SUNSET. With the successful launch of My Navy Portal (MNP), the Navy “sunsetted” Navy Knowledge Online (NKO) on 14 April 2017 and all NKO users have been redirected to MNP at https://my.navy.mil for logon. While the “sunsetting” does not have a direct impact on the SOPs, NKO was so institutionalized that links within the SOPs to supporting resources and webpages may very well contain references to NKO. SOPs continue to be updated to remove references to NKO and replace with references to MNP E. NAVADMIN 114/17: ANNUAL RECERTIFICATION OF SPECIAL DUTY ASSIGNMENT PAY. The NAVADMIN announces the annual Special Duty Assignment Pay (SDAP) recertification process for Fiscal Year (FY) 2017 and clarifies retroactive payments and procedures. Certification commenced upon the release of the NAVADMIN and will continue through 31 August 2017. The SDAP SOP was updated to reflect NAVADMIN 114/17 annual recertification requirements. F. MPA 11/17 TURKEY CZTE DESIGNATION AS DIRECT SUPPORT AREA. Effective September 19, 2016 Turkey was designated in direct support of the Arabian Peninsula CZTE area. To post HFP/IDP OR CZTE entitlement(s) refer to MPA 11/17 as required. The HF/IDP and CZTE SOP was updated to reflect MPA 11/17 requirements 4. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, NSIPS Releases, DoD/OPNAV initiatives, the ongoing FIAR Audit, and stakeholder/customer feedback. The impacts are detailed below: A. NSIPS Release 1.4.9.0 The following updates to meet the requirements of the Department of Defense Financial Management Regulation (DoD FMR), Vol. 5 Chapter 1 (Separation of Duties), which impacted SOPs, were deployed in the Navy Standard Integrated Personnel System (NSIPS) during the week-end of April 29-30, 2017. Closeout of Electronic Service Record: The Pay Supervisor will be required to close out the Electronic Service Record (ESR) as part of the Reenlistment and Strength Loss approval process. - All the Seps Strength Loss SOPs have been updated. Reenlistment, Extension, Conversion/Reversion, Gain FIDS, Legal, Casualty Losses, Allotments, SDAP, Service Dates, Retain in Service Approval: Active Duty Personnel Supervisors will no longer be able to act as final approval authority for Reenlistments, Extensions, Conversion/Reversion, Gain Functional Identification Numbers (FIDS), Legal, Casualty Losses, Allotments, Special Duty Assignment Pay (SDAP), Service Dates, and Retain in Service. Once an Active Duty Personnel Supervisor approves the transaction, they will be required to route to a Pay Clerk or Pay Supervisor. The Pay Supervisor will be the final approval authority. If a current Active Duty Personnel Supervisor does not have a Pay Clerk or Pay Supervisor as the next Role in the workflow routing chain, they will receive the following error: “To comply with DoD FMR, Volume 5 (Separation of Duties), this transaction must be approved by a Pay Supervisor. Please add a Pay Clerk and/or Pay Supervisor to your Personnel Supervisor Account.” When the Active Duty Personnel Supervisor clicks OK to clear this message, they will receive the normal Route to Operator where they can enter the Operator ID of a Pay Clerk or Pay Supervisor. - All Gain SOPs have been updated. Currently updating Extension and Reenlistment SOPs The complete Issue 20, April 2017, NSIPS 1.4.9.0 release, which includes additional topics, e.g., R&S implementation, SOES, RHS Consolidation, Service Treatment Record (STR) Tracking and Reporting Tool, is accessible at: https://nsipsprod.nmci.navy.mil /nsipsclo/documents/PersPay_Newsletter/index.htm B. NPPSCINST 5213.1 Forms Management was released 10 Feb 2017. (Impacts most Personnel and Travel SOPs and several Pay SOPs). We continue to receive feedback from field activities, in addition to internal reviews, that endeavor to reconcile and update NPPSC checklist/form requirements with newly issued reference document requirements (e.g., NAVADMIN 082/16 (Tattoo Policy), NAVADMIN 260/16 (DD 2648 eForm), NAVADMIN 087/17 (SOES), etc.) Some of these references have eliminated formerly collected documents that comprised TOPS submissions and resultant Retain Files (e.g., DD 2648, DD 2648-1, DD 2958, etc.). We continually work through the checklists to ensure they are updated and reflect current requirements As is the policy with SOPs, if you discover the NPPSC forms/checklists reflect outdated requirements, please bring any discrepancies to our attention. There are 14 MPM article updates, new issuances, or cancelations in the current Change 59 update. Three MPM articles had an impact on Officer Recall Programs. MPM 1320-150 was canceled and two articles were issued in its place to reflect the formerly combined requirements.
