ISSUE 171001: COMMAND PAY AND PERSONNEL ADMINISTRATOR ACCESS EXTENSIONS 3. Reference (a) emphasized the importance of the Command Pay and Personnel Administrator’s (CPPAs) role within the command and outlined the mandatory training requirements set forth in reference (b). A 90-day timeline ending on 20 June 2017 was established for all CPPAs to complete required training, be designated in writing, and, for military personnel, attain the 95AD NEC. This bulletin is to clarify the extension process and to specify pay and personnel systems that require the CPPA 95AD NEC for access. 4. Personnel Support Detachments (PSDs) have been directed to suspend access to Navy Standard Integrated Personnel System (NSIPS) CPC User Role and Transaction Online Processing System (TOPS) for all CPPAs who have not completed the requirements outlined in reference (a). Other pay and personnel systems and user roles will not be affected by the CPPA designation and 95AD requirement. Access to the NSIPS CPC user role and TOPS will be restored once the requirements of reference (a) are completed. Newly designated CPPAs will be granted system access to NSIPS CPC User Role only after providing copies of their CPPA designation letters and training completion certificates to the PSD. 5. For deployed units that are operationally constrained, requests to extend the 90-day completion deadline shall be sent to the NPPSC Administrative Office, (901) 874-2161/DSN 882, via e-mail at pers23_admin(at)navy.mil. The term “operationally constrained” is intended to apply to situations where high operational tempo prevents completion of the 95AD requirements in a timely manner. System access can be extended to a date determined in coordination with the operational unit commander and the NPPSC Commanding Officer. 6. Afloat units who require the use of junior personnel to act as a CPPA that are not eligible for the 95AD NEC due to paygrade restrictions may request access to systems if they have completed the 95AD NEC requirements and have a designation letter from their unit commanding officer. Those exception requests will follow the same process listed in para 3 above. In those cases, personnel in paygrades below E-4 may gain access to systems but will not be granted the 95AD NEC until the member reaches the paygrade of E-4. Commanding Officers should closely evaluate all access requests for paygrades below E-4 to ensure those Sailors have the professional maturity and knowledge to effectively perform this critical duty. 7.
