SOP Updates June 2017 3. General Comments: As part of the update process all 2017 NAVADMINs, PPIBs, and MPAs were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. A. PPIB 17-11 UPDATE TO PAY AND PERSONNEL INFORMATION BULLETIN 17-05 Last month we identified an issue regarding PPIB 17-05, NEW FILE NAMING CONVENTION IN TRIM OR LOCAL DOCUMENT RETENTION SYSTEM, specifically that PPIB 17-05 had incorrectly stated the TRIM file naming convention. PPIB 17-11, UPDATE TO PAY AND PERSONNEL INFORMATION BULLETIN 17-05, correctly states the TRIM file naming convention. The correct file naming convention is: • Last Name, then space • First Name, then space • Full DoD ID Number, then space • Name of Entitlement • Example: Doe John 1234567890 OHA Except for the incorrect TRIM File Naming Convention, all other provisions of PPIB 17-05 remain in effect. All SOPs that trigger a pay entitlement are currently being updated to reflect PPIB 17-11 correction to PPIB 17-05. B. NAVADMIN 159/17 PERMANENT CHANGE OF STATION ORDERS LETTER OF INTENT (LOI) NAVADMIN 159/17 announces new processes to help Sailors awaiting PCS orders coordinate a PCS move earlier. Starting 5 July 2017, Navy Personnel Command (NPC) began issuing LOIs for most PCS moves. These LOIs will allow advance scheduling of movers. Additionally, Sailors will be able to complete operational (sea duty) screening, update security clearances, take permissive Temporary Duty (TDY) for residence hunting, and begin the entitlement counseling and application processes for the movement of HHG. Because an LOI does not contain a line of accounting, it cannot be used to issue tickets, receive advanced militaryand/or travel pay, ship Household Goods (HHG) and Privately Owned Vehicles (POV), place HHG and POV in storage, or reimburse Service Members for a personally procured move (PPM). Because of the transient nature of the PCS LOI, the Transfer SOP will not be updated to reflect short-term workarounds applicable to FY-17 PCS transfers, however, it is incumbent on Personnel Support Detachment transfer clerks and Command Pay Personnel Administrators to become familiar with this NAVADMIN and ensure transferring Sailors are promptly notified of receipt of PCS Letters of Intent (LOI) and BUPERS, NAVSUP and CNIC temporary initiatives allowing expanded use of PCS LOIs in order to enable greater flexibility and to reduce the stress associated with a PCS move. C. NAVADMIN 156/17 COMPLIANCE WITH TRAVEL REQUIREMENTS. During the past two years, the Navy has undergone audits of its financial statements. The Independent Public Accountant (IPA) concluded that the controls over travel are not operating effectively. The IPA identified three specific areas of non-compliance: a. Travel vouchers not being submitted within five working days of the travel return date. b. Defense Travel System (DTS) travel orders were not approved prior to the trip start date. c. Delegation of Authority (DOA)/DD577 was missing or incomplete Although this NAVADMIN is specific to DTS travel, many of these same issues had been previously identified in Notice of Findings and Recommendations (NFRs) and Corrective Action Plans (CAPs) for Permanent Duty Travel (PDT) Claim Settlement and non-DTS TDY Travel Claim Settlement (for approved DTS exceptions) and incorporated as internal management control activities/actions within relevant process steps of the Travel SOPs. Specifically, the following messages are germane to the non-compliance issues identified in NAVADMIN 156/17 for DTS travel claims. • NAVADMIN 101/16 Military Permanent Change of Station Travel Voucher Due Within Five Working Days • PPIB 16-09 Travel Claim Control and Submission Procedures • PPIB 17-01 Review and Approval of Travel Vouchers D. PPIB 17-10 COMMAND PAY AND PERSONNEL ADMINISTRATOR ACCESS EXTENSIONS NAVADMIN 065/17, Personal For Command Pay and Personnel Administrator Requirements, emphasized the importance of the Command Pay and Personnel Administrator’s (CPPAs) role within the command and outlined the mandatory training requirements set forth in MILPERSMAN 1000 021, Command Pay and Personnel Administrator (CPPA) Program. A 90-day timeline ending on 20 June 2017 was established for all CPPAs to complete required training, be designated in writing, and, for military personnel, attain the 95AD NEC. PPIB 17-10 clarifies the extension criteria and specifies the pay and personnel systems that require the CPPA 95AD NEC for access. E. Extensions, Reenlistments, Separations and Fleet Reserve/Retirement SOP updates • 144/17 Selective Reenlistment Bonus Update • 143/17 Modifications to Enlisted High Year Tenure for Active and Full Time Support Personnel • Recap of Extension and Reenlistment CY-17 SOP updates NAVADMIN 144/17 announced revised Selective Reenlistment Bonus (SRB) award levels and reenlistment policy for Active Component (AC) and Full-Time Support (FTS). This NAVADMIN superseded NAVADMIN 284/16. The reference changes were updated in both the Extension and Reenlistment SOPs. NAVADMIN 143/17 announced updates to the High Year Tenure (HYT) policy of the Navy by amending HYT Length of Service (LOS) gates. The policy changes and LOS gate updates have been incorporated into the Extension, Reenlistment, Separation and Fleet Reserve/Retirement SOPs Revisions to MILPERSMAN ARTICLE 1160-120, HIGH YEAR TENURE, are forthcoming and will be published at a later date. All other HYT policy contained in MILPERSMAN ARTICLE 1160-120 remain in effect. NAVADMIN 051/17 NAVADMIN extended the deadline for submitting extension requests as announced in NAVADMIN 004/17 from 28 February 2017 to 31 December 2017. • NPPSCINST 5213.1 Forms Management, released 10 Feb 2017, implemented new NPPSC form requirements that have been incorporated in Extension and Reenlistment SOP updates. *NPPSC 1160/1 Command Career Request (replaced the NAVPERS 1336/3 Special Request/ Authorization to specify Signature Approvals and Process Specific documentation requirements to support Extension and Reenlistment processes) *NPPSC 1160/2 CPC (CPPA) Reenlistment Checklist • MILPERSMAN 1160-030 ENLISTMENTS AND REENLISTMENTS UNDER CONTINUOUS SERVICE CONDITIONS was updated as part of Change 58 on 28 March 2017. Updates included: *Para 2: Changed definitions to more specifically distinguish an improper reenlistment from a proper reenlistment (differentiation was added to SOP to differentiate procedures for improper reenlistment from reenlistment with clerical/ADMIN errors). SOP directs users to Para 19 of MPM for improper reenlistment and reenlistment with clerical/ADMIN error procedures *Para 3: Clarified eligibility requirements Para 6: Provided CO and OIC greater authority to approve reenlistment for those desiring to reenlist early (e.g., early reenlistment no longer requires PERS-81 approval; PERS 81 Reenlistment/ Extension webpage reflects MPM update) *Added C-Way program throughout article *Note: Article has been revised throughout and should be reviewed in its entirety • MILPERSMAN 1160-040 EXTENSION OF ENLISTMENTS was updated as part of Change 58 on 16 Feb 2017. Updates included: *Updated article throughout to reflect changes from Perform to Serve to Career Navigator *Note: Article has been revised throughout and should be reviewed in its entirety • NSIPS Release 1.4.9.0 Impacts. *Active Duty Personnel Supervisors will no longer be able to act as final approval authority for Reenlistments, Extensions, Conversion/Reversion, Gain Functional Identification Numbers (FIDS), Legal, Casualty Losses, Allotments, Special Duty Assignment Pay (SDAP), Service Dates, and Retain in Service. Once an Active Duty Personnel Supervisor approves the transaction, they will be required to route to a Pay Clerk or Pay Supervisor. The Pay Supervisor will be the final approval authority. If a current Active Duty Personnel Supervisor does not have a Pay Clerk or Pay Supervisor as the next Role in the workflow routing chain, they will receive the following error: “To comply with DoD FMR, Volume 5 (Separation of Duties), this transaction must be approved by a Pay Supervisor. Please add a Pay Clerk and/or Pay Supervisor to your Personnel Supervisor Account.” When the Active Duty Personnel Supervisor clicks OK to clear this message, they will receive the normal Route to Operator where they can enter the Operator ID of a Pay Clerk or Pay Supervisor. *Closeout of Electronic Service Record: Also per NSIPS Release 1.4.9.0 the Pay Supervisor will be required to close out the Electronic Service Record (ESR) as part of the Reenlistment and Strength Loss approval process. 2. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, NSIPS Releases, DoD/OPNAV initiatives, the ongoing FIAR Audit, and stakeholder/customer feedback. The impacts are detailed below: A. The DoD issuance and forms website URL has changed. The new base URL is http://www.esd.whs.mil/Directives/forms/. All the links to DD Forms and DoD Issuances have been updated on the SOP main landing pages. We are in the process of modifying our links to DD Forms and DoD Issuances within the SOPs themselves to reflect the new website form link. B. NPPSCINST 5213.1 Forms Management was released 10 Feb 2017. (Impacts most Personnel and Travel SOPs and several Pay SOPs). PERS-21 continue to receive feedback from field activities, in addition to internal reviews, that endeavor to reconcile and update NPPSC checklist/form requirements with newly issued reference document requirements (e.g., NAVADMIN 082/16 (Tattoo Policy), NAVADMIN 260/16 (DD 2648 eForm), NAVADMIN 087/17 (SOES), etc.) Some of these references have eliminated forms/documentation that comprised TOPS submissions and resultant Retain Files (e.g., DD 2648, DD 2648-1, DD 2958, etc.). We continually work through the checklists to ensure they are updated and reflect current requirements As is the policy with SOPs, if you discover the NPPSC forms/checklists reflect outdated requirements, please bring any discrepancies to our attention. There are 21 MPM article updates, new issuances, or cancelations in the current Change 59 update. Three MPM articles had an impact on Officer Recall Programs. MPM 1320-150 was canceled and two articles were issued in its place to reflect the formerly combined requirements.
