THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL. 2. ISSUE 171901: SOP Updates August 2017 PERS 2 publishes a "list of effective changes" for Pay/Personnel/Travel SOPs. All SOPs Summary updates are posted at: https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/Forms/AllItems.aspx. A quick launch link to SOPs Updates is also on PERS-2, NPPSC, and all of the PSD site pages. 3. General Comments: As part of the update process 2017 NAVADMINs (thru 219/17), PPIBs (thru 17-15), and MPAs (thru 21/17) were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs include: A. NAVADMIN 159/17 Permanent Change of Station Orders Letter of Intent (LOI) Follow-up to last month’s MILPCS Travel Advance SOP update. The Transfer SOP has also been updated to reflect policy/procedural changes announced in subject NAVADMIN, specifically that the Operational Duty Screening may be completed upon receipt of PCS LOI and security clearance updates may also be initiated upon receipt of PCS LOI. The rewrite of the SOP directs the Service Member/Command to initiate the Operational Duty Screening with the intent to complete the screening prior to receipt of PCS Orders. A short recap of revised Transfer SOP step progression follows: Step 1 has the Service Member negotiate for orders within the appropriate timeline and if applicable, receive PCS LOI Step 2 is the Overseas/Remote Duty Screening NAVPERS 1300/16, if applicable Step 3 is the Operational Duty Screening NAMED 1300/1, if applicable, with emphasis that the submission requirement to the PSD is the Operational Duty Screening Page 13 NOT the NAVMED 1300/1 Step 4 is the actual receipt of PCS orders and the issuance of the TIS (NPPSC 1300/1) and NPPSC Transfer Checklist (NPPSC 1300/3) in conjunction with other elements of the Transfer package. Additionally, the CPPA COI Transfer Training has been updated to make CPPAs aware of this impact. Finally, a CPPA Transfer Process Web-Based Training (WBT) is in development to make CPPAs aware of updated NAVADMIN 159/17 transfer requirements. B. MILITARY PAY ADVISORY 21/17 Order to Evacuate ICO Harvey and PAY AND PERSONNEL INFORMATION BULLETIN 17-15 Ordered Evacuation of NAS Corpus Christi, TX and NAS Kingsville The purpose of these messages was to disseminate the Lines of Accounting Classifications (LOAs) to be utilized in processing evacuation payments for dependents of military members (MPN & RPN) connected with the ordered evacuation of non-essential Navy active duty military, drilling reservists, civilian employees and authorized dependents from NAS Corpus Christi, TX and NAS Kingsville, TX effective 1300Z 24AUG17 through 2359Z 31AUG17. Due to the short duration impact of these type messages, they are not routinely added to the Travel SOP reference listing, however, 10 September marks the historic height of the Atlantic Hurricane season. So be watchful for future PPIBs and MPAs that provide LOAs to support evacuation of Navy personnel and/or their dependents. C. ESO/NEAS SOP Reference Updates NAVADMIN 200/17 Commanding Officer Authority to Reinstate up to E4 Rank and Elimination of E4 Advancement Exams for 20 Ratings with Accelerated Advancement was added to the subject SOP reference listing. Additionally, guidance for next cycle exams has been recently issued. NAVADMIN 207/17 February 2018 Cycle 102 Navy-Wide Examinations for Advancement of Selected Reserve Personnel to E4 through E7 NAVADMIN 175/17 January 2018 Cycle 238 Active and Full Time Support E7 Navy-Wide Advancement Examination Expect release of the March 2018 Navy-Wide Petty Officer (E4-E6) Advancement Examinations for USN, Full Time Support, and Canvasser Recruiter Sailors following the September 2017 advancement exams. D. NAVADMIN 211/17 FY-18 General Military Training Requirements with Navy Civilian Training Guidance NAVADMIN 217/17 Suicide Prevention Month While not a direct impact on SOPs NAVADMIN 211/17 and NAVADMIN 217/17 are included for general awareness. NAVADMIN 211/17 supersedes CNO WASHINGTON DC/271514ZMAR17 and outlines the General Military Training (GMT) requirements for FY-18 to include guidance for Navy Civilian Mandatory Training. NAVADMIN 217/17 announced September as Navy Suicide Prevention Month, re-emphasizing 1 Small Act. 4. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, DoD/OPNAV initiatives, and stakeholder/customer feedback. The impacts are detailed below: A. Stakeholder/Customer Feedback: SOP User Roles/Responsibilities Regarding User Roles/Responsibilities, the individual SOP step assignments endeavor to be consistent with the assigned role in the system/application of record (NSIPS, WINIATS, etc.) with the understanding that there is inherent flexibility at the field activity level with the assigned role. Users are encouraged to refer to the Role Responsibility definitions at the beginning of each SOP for a broader definition of the individual SOP step assignments. For example, 31 Pay and Personnel SOPs were updated in the month of August to define the Supervisor role accordingly: PSD/Personnel Office Supervisor: The role of 'SUPERVISOR' refers to a civilian MILPERS or MILPAY Supervisor/Lead/Auditor or a senior Personnel Specialist who is normally designated as a PSD's, Aircraft Carrier's or other non-PSD supported unit's person authorized to *release* NSIPS transactions. Note: “If the designated supervisor is not a MILPAY lead/auditor, then a PSD Deputy Disbursing Officer (DDO), or shipboard senior Personnel Specialist, or other senior designated pay/personnel service representative properly authorized will be required to audit NSIPS transactions and supporting documentation impacting military pay PRIOR to releasing them, so as to ensure accurate and correct DJMS information is transmitted for inclusion into the Master Military Pay Accounts (MMPAs)." Similarly, recent NSIPS releases have continued to increase and enhance CPPA capabilities to the point that CPPAs have the capability to perform many PSD Clerk based SOP NSIPS step responsibilities. As such the CPPA role definition has been modified to reflect these enhanced NSIPS capabilities: Command Pay and Personnel Administrator (CPPA): Serves as the primary customer service link between command members and the supporting PSD or Functional Service Center (FSC). Duties and responsibilities are defined in MPM 1000-021. The term CPPA identifies personnel assigned the Navy Enlisted Classification (NEC) code of 95AD, but for the purposes of the SOP may include Dept/Div Admin representatives (e.g., large afloat commands) who liaise directly with the ship's Personnel Office/PSD. Note: Recent and future NSIPS programming releases will continue to expand CPPA roles and capabilities within NSIPS. Until such time as the new CPPA NEC code (95AD) is fully implemented, individual PSDs and FSCs may assign PSD Clerk duties and responsibilities, as identified in this SOP and consistent with expanded NSIPS capabilities, to supported command CPPAs in order to facilitate the timely and accurate processing of Service Member pay and personnel transactions. As such, CPPAs may accomplish PSD Clerk assigned steps within the SOP consistent with expanded NSIPS roles and capabilities and servicing PSD/FSC authorization. B. MILPERSMAN Change 60. MPM Change 60 update has been initiated.
