SOP Updates September 2017 3.General Comments: As part of the update process 2017 NAVADMINs (thru 246/17), PPIBs (thru 17-21), and MPAs (thru 29/17) were reviewed to identify additional reference requirements and procedural changes and work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs include: A. Extension, Reenlistment and Transfer SOPs NAVADMIN 231/17 Update to the Career Management System-Interactive Detailing Process and Career Waypoints-Reenlistment Timelines (Corrected Copy). This NAVADMIN cancels: •NAVADMIN 226/12, Changes in Enlisted Distribution to Improve Sea Duty Manning. •NAVADMIN 227/12, Limited Directed Detailing for Enlisted Sailors. •NAVADMIN 058/14 Increased Enlisted Personnel Distribution Authority. Additionally it announced two fundamental changes in the Career Management System-Interactive Detailing CMS-ID timeline. The order negotiation window will start 12 months vice 9 months before Projected Rotation Date (PRD) so Sailors can begin negotiating orders sooner, and the application cycle will be every 2-months, vice monthly. This will increase the number of advertised jobs each Sailor may apply for during a given cycle. To support this new timeline, Career Waypoints-Reenlistment (C-WAY-REEN) applications will start 16 months before PRD. Beginning October 2017, C-WAY-REEN application processing timelines will be adjusted to better align with the new CMS-ID window. Soft end of active obligated service (SEAOS) and PRD applications will pre-populate at 18 months vice 15 months. SEAOS-based reenlistment applications may be submitted 16 months prior to SEAOS vice 13 months, and PRD-based applications may be submitted 15 months prior to PRD vice 12 months. MILPERSMAN 1160-140, Career Waypoints-Reenlistment will be updated to reflect these changes. All other policies contained therein remain in effect. Special Duty Assignment Pay (SDAP) SOP FY-18 Authorizations/Policy Update, NAVADMIN 239/17 Special Duty Assignment Pay NAVADMIN announced a revision to the SDAP levels for the regular component, reserve component, Full Time Support and qualified selected reserve enlisted personnel on active duty and supersedes NAVADMIN 120/16. Increases to existing levels are effective 1 October 2017. C. Leave In Lieu of e-Leave SOP Special Leave Accrual FY-17 End Processing Information. • MPA 28/17 Correction to MPA 27-17 Leave Carryover and Special Leave Accrual (SLA) FY 17 End (Processing Information). • MPA 27/17 Leave Carryover and Special Leave Accrual (SLA) FY 17 End Processing Information. These advisories are provided to support submission of SLA requests and to issue procedures for reporting a member's entitlement to SLA for FY-17. In accordance with MPM 1050-070, any leave balance in excess of 60 days on 30 September 2017 will be lost unless subject to special leave accrual. D. Hardship Duty Pay SOP PPIB 17-21 Hardship Duty Pay-TEMPO Program Extension Through FY 2020. The purpose of this message is to announce the authorized extension through FY 2020 of the Hardship Duty - TEMPO (HDP-T) program. All eligibility requirements as set forth in NAVADMIN 221/14 remain in effect. The last day of payment eligibility per this authorized extension is September 30, 2020. E. CIVPCS Travel Claim Settlement SOPs PPIB 17-18 Civilian PCS Travel Claims. Civilian PCS Travel Claims are no longer processed by a Travel Office under the oversight of Navy Pay and Personnel Support Center (NPPSC). Effective 11 September 2017 responsibility for payment of advances and settlements related to Civilian Relocation/PCS transitioned to the Defense Finance and Accounting Service in Rome, New York (DFAS-ROME). Military Pay Advisory and Pay and Personnel Information Bulletin Evacuation Orders and Lines of Accounting. • MPA 23/17 Order to Evacuate ICO Irma GAOI/LOA. • MPA 24/17 Correction to MPA 23/17 Order to Evacuate ICO Irma GAOI/LOA. • MPA 26/17 Order to Evacuate ICO Maria GAOI/LOA. • PPIB 17-16 Hurricane Irma LOA’S. • PPIB 17-20 Authorized Evacuation of Puerto Rico and St. Thomas in Connection w/ Hurricane Maria The purpose of these messages was to disseminate the Lines of Accounting Classifications (LOAs) to be utilized in processing evacuation order travel payments. Due to the short duration impact of these type messages, they are not routinely added to the Travel SOP reference listing, however, 30 November marks the official end of the Atlantic Hurricane season. So be watchful for future PPIBs and MPAs that provide LOAs to support evacuation of Navy personnel and/or their dependents. 5. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, DoD/OPNAV initiatives, and stakeholder/customer feedback. The impacts are detailed below: A. Stakeholder/Customer Feedback: 30-Day Late Letter. The following requirement has been added to the TOPS submission step for ALL SOPs. 30-Day Late Letter. Note: Per MPM 1000-025 and CO, NPPSC ltr 5000 Ser 00 of 15 Aug 2017, all Pay, Personnel and Travel transactions submitted late by 30-days or more, require a 30-day late letter be included in the TOPS transaction submission. The late letter shall be signed by the Commanding Officer, Executive Officer, Administrative Officer, or Department Heads with by direction authority ONLY. By direction letters are required to be on file with the servicing PSD. There may be situations incident to PCS transfer or as determined by OIC/Director where a 30-day late letter will not be required. Additionally, keep in mind that if a transaction is submitted to a PSD and remains in the Supervisor or Clerk’s queue and the delay subsequently causes the transaction to exceed 30 days, no late letter is required from the submitting command.
